Site work for a bridge / tunnel in Concord, North Carolina. Conceptual plans call for site work for a bridge / tunnel.

The City of Concord is soliciting proposals from qualified engineering consultants to provide construction contract documents (i.e. design drawings, up-front/technical specifications package) to be used for bidding purposes, along with the completion of an engineer's cost estimate, for the proposed Farmwood Stormwater Culvert Replacement project. In addition, the engineering consultant will be asked to answer design and/or constructability related questions during the bid phase of the project. The inclusion of this particular project in the City's approved FY 2022-2026 Capital Improvement Program was a result of findings in the 2010 Coddle Creek Watershed Master Plan that involved field data collection and evaluation. The Master Plan showed that this road does not meet the intended performance criteria based on predictions for future conditions due to overtopping the 10-year event. The current culvert is double 90" corrugated metal barrels. The proposed configuration in the Master Plan was to install 2-8x8' concrete box culverts. Farmwood Boulevard is the sole entrance to Wolf Meadow Elementary, which is a year-round elementary school. Our purpose is to obtain expert professional, technical and advisory services at the discretion of the City of Concord for designing a stormwater culvert replacement. In addition, an individual firm or joint venture (team) may respond to this Request for Qualifications (RFQ). The engineering consultant selected may be asked to provide any or all of the following services: 1. Complete the necessary civil engineering design work within the preliminary design phase of the project and submit plan and specification documents for City personnel review and comments, including the completion of a corresponding technical memorandum consisting of an overview of the preliminary design phase and the necessary recommendations to be considered in the final design phase. 2. Given the review comments received from City personnel for both the preliminary design documents and the technical memorandum, complete the necessary civil engineering design work within the final design phase of the project and submit plan and specification documents for City personnel review and comments. 3. Complete and finalize the necessary construction contract documents package (i.e. design drawings, up-front/technical specifications package documents) by a registered Professional Engineer in the state of North Carolina to be used for bidding purposes and construction of the project. This work will include the completion of an engineer's cost estimate based on the completed and approved construction contract documents. The final design drawings shall be submitted to the City's Engineering Department staff in electronic format, including the AutoCAD (i.e. Release 18 with Civil 3-D or latest version utilized by the City's Engineering Department) conversion to ArcGIS shapefiles. 4. Provide answers to the final construction contract documents and/or constructability related questions during the bid phase of the project. Questions concerning the scope of this project should be directed in writing to Ryan LeClear, Purchasing Manager at the address below. The contract with the top firm must be approved by City Council. Once the contract is approved by City Council and executed by the City Manager, a notice to proceed will be sent to the firm. The firm will then have approximately twelve (12) months to complete the design phase of this project. The City reserves the right to reject any and all statements of interest. The method of Contractor Selection has not been Determined at this time.
