Constructing approximately 18.8 miles of new 16" pipe mostly parallel to existing WEB PVC pipeline between Mellette and Redfield along SD Hwy 281. The project consists of pipe size, material, pressure class, and appurtenances as required by the Project Drawings, Specifications, and Contract Documents. The project is separated into a Base Bid along with two (2) Bid Alternates. The Base Bid consists of approximately 4.6 miles of parallel 16" pipe connecting south of the existing Redfield Tank (172nd Street) and connecting back into existing mainline at 168th Street along SD Hwy 281. Bid Alternate No.1 consists of approximately 2.9 miles of 16" pipe connecting at the north end of the Base Bid at 168th Street, connecting back into existing mainline at 167th Street, connecting in on the north end of the existing Redfield Booster Pump Station (159th Street) and connecting back into existing mainline at 157th Street along SD Hwy 281. Bid Alternate No.2 consists of approximately 11.3 miles of 16" pipe connecting at 167th Street, connecting back in at the south end of the existing Redfield Booster Pump Station (159th Street), connecting into the existing mainline at 157th Street, and connecting back into existing mainline south of the intersection of SD Hwy 20 and SD Hwy 281. The project is located in Spink County of South Dakota. All references to PVC pipe materials noted in the plan set shall be interpreted as "PVC or Equivalent" materials acceptable with approval from Engineer. Approval at a minimum will be based on alternate material meeting or exceeding specified pipe pressure rating and inside diameter for equivalent pipe hydraulics per design. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the responsible Bidder whose Bid, conforming with all the material terms and conditions of the advertisement for Bids, is lowest. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel. Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
