The Region of Halton (the Region) is located in Southern Ontario, and is bordered by the City of Hamilton to the west, the Region of Peel to the east, Wellington County to the North and Lake Ontario to the South. The Region is comprised of four (4) local municipalities, which include the Town of Oakville, City of Burlington, Town of Milton, and the Town of Halton Hills which is comprised of Acton and Georgetown. The Region's wastewater collection systems consist of works for the collection and transmission of sewage, consisting of trunk sewers, separate sewers, sewage pumping stations, wet-weather interceptor tanks or storage tanks, and forcemains, with discharge into Burlington Skyway, Oakville Southeast, Oakville Southwest, Mid-Halton, Acton, and Georgetown Wastewater Treatment Plants (WWTP). There are 1,978 km of sewers broken down as gravity sewers (1,901.605 km), forcemains (75.859 km), inline storage (0.412 km), and siphons (0.085km). Halton Region does not have combined or partially separated sewers. The Water and Wastewater Systems Services Division of the Public Works department is the responsible unit for water distribution and wastewater collections within the Region. The Water and Wastewater Treatment Division is responsible for the treatment of clean drinking water and safe discharge of treated wastewater. The intent of this RFP is to retain a Consulting Engineering Firm ("the Consultant") to conduct an assessment of wet weather flows compared to dry weather flows for the Region's wastewater collection system and associated WWTPs (Assessment Report), taking into consideration the suggestions of Halton Region's staff, information contained in relevant reference documents, and observations from the visual inspections, as detailed herein.
