I A note on bid bonds - all bid bonds (only not bid packets, just bid bonds) are to be physically into the municipal clerks office 1 colonial drive, manchester, n.J. Prior to the opening of bids. Bid bond copies are to be uploaded with the bid response *The Township Of Manchester reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in compliance with the New Jersey Local Publics Contract Law Base Bid - The work of this project consists of, but is not limited to, the following: A. Installation of all temporary soil erosion and sediment control measures prior to beginning construction including, but not limited to, silt fence, inlet protection, and construction entrance. B. Preparation of site including, but not limited to, grading the vicinity of work. C. Installation of two (2) separate concrete pads for the bag filter system and the GAC filter system to be separated by a 1/2 " expansion joint. This item to be paid under the lump sum bid item "VARIOUS CONCRETE PADS, 4000 PSI, COMPLETE". D. Furnish and install all DIP piping, including all tees, valves, and fittings. All piping installed by the contractor to be removed during demobilization. All costs for the furnishing and installation of DIP piping, including all tees, valves, and fittings shall be included in the lump sum bid item "WELL NO. 4 TEMPORARY TREATMENT PLANT FURNISHING AND MAINTENANCE YEAR 1 (INCL. SITE PIPING, VALVES, FITTINGS AND APPURTENANCES TO MAKE A COMPLETE AND FUNCTIONAL SYSTEM)". E. Furnish and install the GAC vessels and appurtenances, as specified in the Contract Documents. The vessel package must include the valve manifold and pressure gauges supplied by the manufacturer which is commonly installed between a pair of vessels. The Contractor shall furnish and install all remaining process piping to connect the vessels' valve manifold to the treatment facility as shown. The vessel package must also include granular activated carbon supplied by the manufacturer. The GAC media and treatment units must be sufficient to remove PFOA, PFOS and PFNA and provide a minimum of 20 minutes empty bed contact time. All treatment piping shall be installed and prepared in accordance with all NSF and NJDEP disinfection procedures prior to the system going online. The Contractor shall deliver a complete and function a system as part of this project. F. Furnish and install two (2) skid mounted 6-filter housing with 10-micron #2 bag filters with common manifold. The filters shall be rated for 150 psi operating pressure and shall be supplied with pressure gauges on the influent and effluent lines of each filter. Contractor shall furnish and install all remaining process piping to connect the filters to the treatment facility as shown. All treatment piping shall be installed and prepared in accordance with NSF and NJDEP disinfection procedures prior to the system going online. The Contractor shall deliver a complete and functional system as part of this project. G. All exposed piping, including pipe supports, shall be painted according to the painting schedule contained in Section 099100 - Painting and Identification. Interior piping and valves shall also be painted according to the specifications. Interior pipe supports shall not be painted. H. Contractor shall provide for the complete disinfection, testing, and start-up of the new facilities as required by the Contract Documents. I. Upon completion of construction of all new facilities, the contractor shall complete all site restoration work as required by the Contract Documents. J. The complete testing and startup of the entire new facilities and placing the new facilities into permanent service Uwithin 60 days of the notice to proceed being issued K. This work shall include providing the services of factory-trained technicians for all equipment required to complete the necessary startup of the facilities as further specified in these specifications. In addition, this work shall also include providing a complete set of finished water analysis as further specified in these specifications. All water quality analysis shall be performed by a licensed laboratory certified by the State of New Jersey Department of Environmental Protection to perform drinking water analysis for public community water systems. Alternate Bid No. 1 - The work of this project consists of, but is not limited to, the following: A. Spent media removal, packaging, transportation, and disposal to a licensed and permitted disposal facility at the end of the project. Manchester Township must be notified within 45 days of the treatment media coming to the end of its useful life to allow for media replacement during times of peak demand. B. Spent media analysis for media characterization / disposal. C. Final media disposition documentation D. The installation of the new filter media as directed by the Engineer. E. The testing and placing the filters back into permanent service. F. Treatment media shall be certified to NSF Standard 61, for use in potable water. Treatment media shall be activated carbon GAC Media. Alternate Bid No. 2 - The work of this project consists of, but is not limited to, the following: A. Well No. 4 temporary treatment plant furnishing and maintenance year 4. After the completion of the contract, the contractor shall have the right to renew the bid for two (2) successive one (1) year periods, upon the approval of Manchester Township officials. B. The specifications included in the base bid must be followed for Alternate Bid 2. Alternate Bid No. 3 - The work of this project consists of, but is not limited to, the following: A. Well No. 4 temporary treatment plant furnishing and maintenance year 5. After the completion of the contract, the contractor shall have the right to renew the bid for two (2) successive one (1) year periods, upon the approval of Manchester Township officials. B. The specifications included in the base bid must be followed for Alternate Bid 3. In general, the work under these specifications includes furnishing all labor, materials, tools and equipment necessary to furnish, construct, test and place into service one (1) permanent PFOS removal treatment system at Well No. 4 in Manchester Township, Ocean County, New Jersey. Construction of the treatment system shall include two (2) skid mounted 6-filter housing with 10-micron #2 bag filters with common manifold, two (2) granular activated carbon (GAC) filters in series, and two (2) separate concrete pads for the bag filters and the GAC filters. DIP flanged water main shall be installed to connect to the existing piping to the bag filters, a connection between the bag filters and GAC filters, and a connection from the GAC filter effluent to the chlorine contact piping in accordance with the construction plans. Filtration systems, appurtenances, piping, valves, pressure gauges, fittings, site improvements and all appurtenant equipment needed to properly install, test and place into service, including connection to the water distribution system shall be included. The base bid will include year one (1), year two (2) and year three (3) of the PFOS removal treatment system furnishing and maintenance. Completion-1,855 CALENDAR DAYS
