Renovation of an educational facility in Lawrence, Massachusetts. Completed plans call for the renovation of a educational facility.

Work under this contract requires a contractor to provide labor, material, equipment, transportation and supervision necessary for the HVAC renovations including associated mechanical and electrical work. The City of Lawrence seeks bids for HVAC Renovations at the Arlington School Complex in Lawrence, MA. This IFB includes a Scope as described below: HVAC - General Bidder: This project includes the HVAC Renovations at the Arlington School Complex. As part of these renovations, the following items will be required: 1. Provide dual temp air handling units, ductwork; piping; insulation; valves; automatic temperature controls; and appurtenances indicated on the contract drawings for the HVAC system renovations. 2. Provide Energy Recovery Unit; ductwork; piping; insulation; valves; automatic temperature controls; and appurtenances indicated on the contract drawings for the HVAC system renovations. 3. Provide water cooled chiller; piping; insulation; valves; automatic temperature controls; and appurtenances indicated on the contract drawings for the HVAC system renovations 4. Provide dual temp fan coil replacements; ductwork; piping; insulation; valves; automatic temperature controls; and appurtenances indicated on the contract drawings for the HVAC system renovations. Pre-Bid Walkthrough 2024-01-02 @ 10:00 a.m. Deadline for submitting General Bid Questions 2024-01-11 General Bids Due 2024-01-16 Award of Contract 2024-02-28 Construction Start Date 2024-04-15 Substantial Completion 2024-12-15 The estimated cost of the project is: $6,000,000.00. Bidding procedures shall be in accordance with the provisions of Massachusetts General Laws, Chapter 149, Section 44A through Section 44I, inclusive, and State Laws, Chapter 30, Section 39F, G, K, N, O, P, Q, R. General Bids will only be considered from bidders holding a Certificate of Eligibility from the Division of Capital Asset Management in the category of Heating, Ventilation and Air Conditioning (HVAC) and in a single project amount higher than the amount of the Bid. General Bids must be accompanied by a copy of the Contractor's Certificate of Eligibility, an Update Statement, Certification of Payment of Taxes, Non-Collusion Affidavit, Certificate of Authority, Certification of Good Faith, OSHA Compliance Certification and Unit Price Form. Questions related to the General Contract must be submitted to BLW Engineers, Inc. at bidding@blwengineers.com, or Walter Callahan at walter.callahan@lawrence.kl2.ma.us Each bid shall be accompanied by a bid bond, or cash, or certified check on, or treasurer's or cashier's check issued by a responsible bank or trust company, payable to the City of Lawrence, Lawrence, Massachusetts in the amount of five percent (5%) of the bid amount. Bid Bonds shall be T-Listed; Surety company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended. The documents, including the General Bid, Bid Deposit, Certificate of Eligibility, an Update Statement, Certification of Payment of Taxes, Non-Collusion Affidavit, Certificate of Authority, Certification of Good Faith, OSHA Compliance Certification and Unit Price Form, along with an electronic copy of the full Bid Package on a thumb drive shall be enclosed in envelopes (outer and inner) both of which shall be sealed and clearly labeled with the words "SOUTH LAWRENCE EAST SCHOOL COMPLEX - HVAC RENOVATIONS, 165 CRAWFORD ST, LAWRENCE, MA 01843 (Date Submitted)", in order to guard against premature opening of the Bid. The successful General Bidder will be required to furnish a performance bond, and also a labor and materials payment bond as set forth in the specifications; each bond executed in the full amount of the Contract Price. Performance and labor and materials payment bonds shall be T-Listed; Surety Company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended. The Awarding Authority reserves the right to reject any or all bids if it be in the public interest to do so. All bids will remain subject to acceptance for thirty days after the day of the Bid opening, but the Awarding Authority may, in its sole discretion, release any bid and return any Bid Security before that date. Prevailing wages are to be paid on the work of the project in accordance with the Schedules issued by the Massachusetts Commissioner of Labor and Industries of which are contained in the Contract Documents are made part of the Contract. Additional copies of the schedule are available from the Awarding Authority upon request. No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after receipt of award, without written consent by the Awarding Authority. The City of Lawrence Public Schools is exempt from sales tax, for which reason, bidders should not include sales tax in figuring or in reference to any bid. No interpretation of the meaning of the Contract Documents will be made to any bidder orally. Every request for such interpretations shall be in written form and may be emailed to: BLW Engineers, Inc. at bidding@blwengineers.com, or Walter Callahan at walter.callahan@lawrence.kl2.ma.us to be given consideration, must be received no later than 12:00 noon, six (6) calendar days (Saturdays and Sundays, and legal holidays excluded) prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instructions pertaining to Bidders, will be in the form of written Addenda to the Contract Documents which, if issued, will be sent by email to all persons on record as having received a complete set of Contract Documents (at the respective addresses furnished for such purposes). Such addenda will be mailed or faxed no later than 48 hours prior to time set of opening of bids. Failure of any bidder to receive any such Addenda shall not relieve such bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the Contract Documents. At the same time of the opening of the bids, each bidder will be presumed to have inspected the site and to have read and to be thoroughly familiar with the Contract Documents (including all Addenda). The failure or omission of any bidder to examine any form, instrument, or document shall in no way relieve any bidder from any obligation in respect to his bid. The Awarding Authority reserves the right to reject any or all general bids if it be in the public interest so to do. All bids will remain subject to acceptance for thirty days after the day of the Bid opening, but the Owner may, in its sole discretion, release any Bid and return Bid security before that date. All bidders may inspect the existing building and to familiarize themselves with conditions as they exist, prior to submitting their bids. A representative from the City of Lawrence and BLW Engineers will be there to walk you through the site. Special attention is directed to the requirements of the G.L. Chapter 149, Section 44E and the FORM FOR GENERAL BID that the general bidder who is selected as General Contractor promptly confer with the Awarding Authority within five (5) days, Saturdays, Sundays, and legal holidays excluded, after presentation thereof, in accordance with the general bid; and furnish with the executed Contract, a Performance Bond, and also a Labor and Material Payment Bond, each of which shall be in the sum of 100 percent (100%) of the Contract Price, the premiums for which are to be paid by the General Contractor and are included in the Contract Price. Performance and labor and materials payment bonds shall be T-listed; Surety company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended.
