Site work and new construction of a mixed-use development in Raynham, Massachusetts. Completed plans call for the construction of a water / sewer project; for site work for a water / sewer project; 12,900-square-foot pre-engineered storage facility; and pre-engineered storage facility.

The work consists of the following major items: 1. Construction of a 2.14 million gallon per day (MGD) PFAS Water Treatment Plant (WTP) housing four Granular Activated Carbon (GAC) filter vessels, new pumps, aeration system, chemical feed system, and finished water/ backwash supply clearwell at the John P. Lynn site. The building will be an approximately 9,900 square foot pre-engineered metal building, and is inclusive of process, heating, ventilation, plumbing, electrical, instrumentation, and SCADA. 2. Demolition of the existing 100 kW generator, two aerated water pumps and associated piping, chemical feed system, and aeration blower, and aeration tower in the existing aeration building at the John P. Lynn site. The existing below grade clearwell will be filled with flowable fill. 3. Construction of a 1.22 MGD new PFAS WTP building housing two GAC filter vessels, two high lift pumps, two backwash pumps, finished water/ backwash supply clearwell and chemical feed systems at the Lake Nip site. The building will be an approximately 3,000 square foot pre-engineered metal building, and is inclusive of process, heating, ventilation, plumbing, electrical, instrumentation, and SCADA. 4. Demolition of the existing GAC treatment building and vessels at the Lake Nip site. Modified and new site piping, site work for drainage, water, sewer, drain, propane, electrical, and site/civil surface finishes at both the John P. Lynn and Lake Nip sites. All questions about the meaning or intent of the Bidding Documents shall be submitted in writing to the Engineer via the Tighe & Bond website for bidding document distribution Prospective bidders must be registered users of the web site to submit questions regarding the project. In order to receive consideration, questions must be received by Engineer at least five days prior to the date fixed for the opening of Bids. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda to all parties recorded by Engineer as having received the Bidding Documents not later than three days prior to the date fixed for the opening of Bids. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Please be advised that General Bids and Sub-bids will ONLY be accepted from contractors who have been prequalified for this project by the Raynham Center Water District pursuant to M.G.L. c. 149, Section 44D 1-2 and 44D 3-4. A list of prequalified General Bidders and Sub-bidders will be included in the bid documents for this Project in Section 00200. A bid deposit of 5% shall be furnished in accordance with the Instructions to Bidders. A Labor and Material or Payment Bond in the amount of 100% of the total contract price must be provided by the general contractor. A Performance Bond in the amount of 100% of the total contract price must be provided by the general contractor. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C EEO-DEP-191C, and the DBE Certification of the United States form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. Bids shall be on a lump sum with additive alternate bid items as indicated in the Bid Form. The Work will be substantially completed within 840 calendar days from the date of the Notice to Proceed and completed and ready for final payment in accordance with paragraph 15.06 of the General Conditions within 900 calendar days from the date of the Notice to Proceed
