Site work and new construction of a residential development in Pittsburgh, Pennsylvania. Completed plans call for the construction of a 48,377-square-foot, four-story above grade residential development; and for site work for a residential development.
The Allies & Ross Management and Development Corporation ("ARMDC"), an instrumentality of the Housing Authority of the City of Pittsburgh ("HACP"), hereby requests proposals from qualified professionals to perform work for The Northview Midrise will consist of the new construction of a four-story building along Penfort Street in the Northview Heights neighborhood. The building will consist of forty-three (43) rental apartment units along with approximately 4,800 square feet of commercial space on the 1st floor. The United States Department of Housing and Urban Development ("HUD") is anticipated to provide the funding for this work through the Capital Fund Program and all work performed must be in compliance with all rules and regulations of this program and all other applicable Federal regulations including but not limited to, Handicap Accessibility (Section 504), Americans with Disabilities Act ("ADA"), Uniform Federal Accessibility Standards ("UFAS"), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations, HUD's Modernization Design Standards and Federal procurement requirements. In addition to the Federal laws and regulations, all work must also be performed in compliance with all Commonwealth of Pennsylvania laws and regulations, and local building codes. The contract(s) resulting from this proposal shall provide for 450 calendar days of the Notice to Proceed. The contract term shall commence on the date specified in the Agreement issued by ARMDC. ARMDC will also accept online submissions for this invitation for bid in addition to accepting submissions at the 412 Boulevard of the Allies office. Formatting for online submissions should be organized in the same manner as if submitted via CD or flash drive. Bidders shall be prepared to review all aspects of the site necessary to prepare a bid. Allies & Ross Management and Development Corporation (ARMDC) is the instrumentality of the Housing Authority of the City of Pittsburgh (HACP, Housing Authority or Authority), and are used and referenced interchangeably throughout the Bid Forms and Project Manual. It is the intention of ARMDC to award a contract to the lowest responsive and responsible bidder. All bids shall remain open for the period specified in the IFB, which in no case shall be less than sixty (60) calendar days from the bid opening. All bids of $10,000 or more must be accompanied by a negotiable bid guarantee that shall not be less than 5% of the amount of the bid. No bid guarantee is required for bids under $10,000. In accordance with 2 CFR 200.318(h) formerly 24 CFR Section 85.36(b)(8), ARMDC is permitted to make awards only to responsible bidders possessing the ability to perform successfully under the terms and conditions of the proposed contract. Prior to award of any contract, ARMDC shall conduct a pre-contract survey. Consideration will be given to such matters as bidder integrity, compliance with public policy, record of past performance, and financial and technical resources. All bids must include a completed and signed Form of Agreement (Form 00500) as part of the bid. If the bid is successful and approved by ARMDC Board of Directors and HACP Board of Commissioners (if applicable). The successful bidder will be required to furnish an assurance of completion (performance and payment bond) each equal to 100% of the contract price. ARMDC reserves the right to reject any or all bids or to waive any informality in the bidding. The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally-Assisted Construction Contracts. The Contractor must insure that employees and applicants for employment are not discriminated against because of race, color, religion, sexual preference, handicap or national origin.
