That the City of Walhalla, in Walhalla, North Dakota, will receive sealed bids for the stabilization of the Pembina River left bank Pembina County, North Dakota, which construction is located approximately 1/2 mile southeast of Walhalla, North Dakota. Work consists of approximately 1.1 acres of tree/brush removal, grading areas, 1,495 Ton of Grade I riprap, 510 Ton of Grade III riprap, 366 Ton of sand bedding reseeding and maintenance / repair of haul road. Each bid shall be accompanied by a Bidder's Bond in the sum equal to five (5) percent of the full amount of the bid, executed by the bidder as principal and by a surety company authorized to do business in this State, conditioned that if the principal bid is accepted and the Contract awarded to him, he/she within ten (10) days after notice of award, will execute and effect a contract in accordance with the terms of his bid and also a contractor's bond as required by law and the regulations of city of Walhalla. An "Original" bidder's bond shall be enclosed in a separate sealed envelope together with a copy of the contractors license, or certificate of renewal thereof, issued by the Secretary of State to the bidder. The original bid bond and a copy of the contractor's license shall be in a separate envelope attached to the envelope containing the actual bid. The envelope containing the original bid bond and contractor's license shall identify the name of the contractor on the outside along with "Bid Bond". All Contractors bidding must be holders of a license in the class within which the value of the project as herein estimated shall fall. A bidding contractor must be holder of a license qualified for the project for a period of a least ten (10) days prior to the date set for receiving bids, and be eligible to enter into a contract with a governmental agency. No bid will be read or considered which does not fully comply with the above provisions as to bonds and licenses, and any deficient bid submitted will be resealed and returned to the bidder immediately. If an original "Bidder's Bond" and a copy of the "Contractor's License" is not enclosed in the separate envelope accompanying the Contractor's Bid, the Contractor's Bid will be returned to the contractor unopened. It is necessary to open the Bidder's Bond envelope to determine sufficiency. The successful bidder will be allowed until December 6th, 2024 to complete the project. The city of Walhalla reserves the right to hold any or all bids, pending determination of acceptance, for a period not to exceed fourteen (14) days from the date of the opening. The city reserves the right to accept or reject any or all bids without reason.
