Material information which alters a substantive portion of the IFB will be furnished promptly to all prospective Bidders as a written amendment. Matters clarifying, but not altering the IFB, may be provided in writing to all prospective Bidders but will not amend the solicitation. All questions must be submitted by the deadline stated in the Executive Summary. Questions submitted after that deadline may be answered if the Contracting Officer determines that they have a material effect on the ability of Bidders to respond to the solicitation accurately and completely.
