A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Sources Sought Notice Firing Range Baffles and Plates Installation Project, Sault Saint Marie, MI This announcement is open to small business concerns. This is a Sources Sought Notice for planning purposes and market research only only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. This is a market research tool being utilized to determine the availability and adequacy of potential small business sources with the capabilities and experience to perform the required work. This announcement is seeking information regarding contractors who qualify as a Small Business. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. The General Services Administration (GSA), Public Buildings Service (PBS), Region 05 is conducting a market survey seeking qualified construction firms to provide construction services for the Firing Range Baffles and Plates Installation project in Sault Saint Marie, MI. The NAICS codes applicable to this proposed procurement are 332313 and/or 333999 with a size standard of 750 employees. The estimated construction price range for this project is between $250,000 and $500,000. Estimated contract duration is approximately 14 days from notice to proceed. PROJECT INFORMATION The contractor will be responsible for providing all labor, materials, transportation, supervision and management to perform construction, as it relates to the following, including but not limited to: Contractor shall remove and dispose of existing Meggitt Defense System lead contaminated baffles wall and ceiling deflectors. Baffles are considered lead waste and will need to be treated as such. Wall and ceiling deflectors should be wiped down before removal. Install new Ceiling baffles for range. The canopy baffle shall extend a minimum of 12ft in front of the firing line and 3ft behind the firing line. Baffles shall be horizontal to minimize disturbance of the air flow across the firing line. The canopy baffle shall be equipped with splatter protection, consisting of a minimum 11/2: inch air space and fire rated plywood sheathing on the face of the baffle. Acoustical tile shall be applied to the plywood sheeting for sound transmission deadening. Other materials and design may be considered if approved by GSA. Overhead baffles extending down range shall be present to eliminate any ''line of site' openings to the ceiling from the shooting position on the firing line. These baffles shall be oriented at a 12 to 42 deg angle to the ceiling, with the high end of the slope toward the firing line. The baffle spacing shall be such that it provides 'line of sight' protection for all lighting and utilities. The top of the baffles shall extend at least 6 inches beyond the 'line of sight' from the lowest firing position at the firing line. All overhead baffles within 50 feet of the firing line shall be provided splatter protection. Baffles shall consist of AR500 plate steel with the thickness dependent on the ammunition used. Other commercially available baffle material and thicknesses may be used, if warranted by the manufacturer for use with the ammunition types employed at the range, and if approved by GSA personnel. Contractor to install new ceiling and wall Deflectors to protect fire sprinkler lines and emergency door at down range exit. Minimum 1/2 " sacrificial plate and 3/8" deflectors. All work shall be done in accordance with EPA, OSHA and GSA standards for lead mitigation. Prepare a work plan to GSA environmental for approval prior to onsite work. Contractor shall take extra measures to ensure any dust and dirt generated from this project is contained within the immediate construction area. Any dirt and debris tracked outside of the immediate working areas will be the responsibility of the contractor for clean up at the end of each workday. This includes any adjoining property and State or Public roadways. Any work being done shall be done in such a manner as to create a minimal amount of disruption to the ongoing work mission on the property and within the remainder of the complex. Prior to the completion of each workday, the contractor shall do a thorough cleaning of the work area, to include vacuuming of all areas. Following completion of the work the Contractor shall remove debris, equipment and materials from the site. Restore existing facilities in and around the work areas to their original condition. Employ experienced workers or professional cleaners for final cleaning. Clean each surface or unit to the condition expected in a normal, commercial cleaning and maintenance program. Comply with manufacturer's instructions. PROCUREMENT INFORMATION The "lowest price technically acceptable" will be utilized in this procurement for the evaluation of offers and the selection of the successful company to receive the award. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. SOURCES SOUGHT RESPONSE If you are an interested party, please provide a capabilities package which includes the following information. All information submitted is subject to verification. Additional information may be requested to substantiate your response. 1. A short statement regarding your business' expertise and experience on projects similar in scope and total project cost. 2. Indicate any and all applicable small business representation(s) (Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman Owned, etc). 3. What is your construction contract bonding capacity per contract 4. Indicate if your business meets the small business size standard for NAICS Code 332313 and/or 333999. Interested firms should include in their capabilities package three (3) projects completed within the last ten (10) years similar to the work described above completed within the last ten (10) years similar to the work described above. Provide a customer point of contact for each project listed (e.g. telephone number and email address).
