SOURCES SOUGHT NOTICE FOR SMALL BUSINESS ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought notice DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform a Firm Fixed Price Contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is considered a small business under the applicable NAICS codes: (236220) Commercial and Institutional Building Construction and PSC code (Z2AA) Repair or Alteration of Office Buildings, should submit a response to this notice. The Small Business size standard for NAICS codes (236220), and PSC code (Z2AA) is $25.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies headquartered within a 50-mile radius of Washington, DC. Prior Government contract work is not required for submitting a response under this sources sought notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. General Services Administration (GSA) Public Building Services (PBS), NCR Region 11, is seeking potential sources capable of furnishing all management, labor, materials, equipment, and transportation in support of general construction, as follows: The procurement would include the Replacement of sixteen (16) Air Handling Units, twenty-one (21) Elevators, and one (1) Wheelchair Lift that are beyond their life expectancy in the Robert C. Weaver HUD Headquarters building. The Air Handling Units would include the installation of current technology equipment that provides the Government with energy efficient equipment with the highest standards for air filtration. Units must be integrated into buildings peripheral electrical, mechanical (fans, pumps etc.), fluid support services and equipment controls to generate maximum efficiency of the AHUs. Removal of existing and installation of new AHUs shall overcome logistical constraints with the utmost efficiency and safety. The Elevator Modernization would include replacement of elevator equipment and system components including, but not limited to, elevator controllers, elevator hoist motors, hoist cables, car platform, safety plank, hoistway wiring and traveling cables, car and counterweight roller guides, guide rails, hoistway door tracks, hangers, rollers and safety interlocks, car door operator (closed loop), car door panels and ventilation, car top inspection station, new car and counterweight safeties, paint entrance frames, electronic door edge detector, refurbish compensation sheaves and governor cable tension assembly, modify lobby control panel, machine replacement, machine room and secondary area lighting, install access doors and catwalk for secondary areas, elevator recall systems, EMR duct detectors, smoke detectors, and hoistway heat detector. The primary objective of this project is to implement and successfully execute a complete design-build construction project to replace AHUs and modernize existing elevators under a Firm-Fixed price contract. The Government anticipates award of a Firm Fixed Price contract with a total contract performance period of seven hundred and thirty (730) calendar days. The primary location of performance is Washington, D.C. GSA's estimated price range for this project is between $45,000,000 and $55,000,000. If qualified and interested, per the definition above, please submit a letter (maximum of 5 pages) via email stating the following: Name of your company, address, point of contact with phone number, e-mail address. Your company's interest in submitting a proposal once solicitation is issued. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Women-Owned Small Business, etc. Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least two (2) projects, customer names and phone numbers, timeliness of performance, and dollar values of the projects. Describe your company's bonding capability. If company is/will be part of a joint venture, state names of joint venture members and their business size(s). Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement, the firm must qualify as a Small Business in accordance with NAICS codes (236220) and PSC code (Z2AA) in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting. Responses must be submitted to this office in writing, by email by 4:00 PM EST on January 12, 2024. Submit response and information via email to: alexis.ramsey@gsa.gov. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the notice and future solicitation.
