As of February 2, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The work shall consist of furnishing all labor, materials, and equipment, and doing the work of removing existing roof and installing a 2-ply modified bitumen roof system according to Specifications, Plans, Drawings, Contract Documents, and Policies. Questions regarding this bid should be directed, no later than January 11, 2024, at 5:00 pm., to Tina Di Clemente, Purchasing Officer, by email at bids@hooveralabama.gov. The entire project shall be completed in 90 calendar days. The City of Hoover hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, gender, religion, age, disability, marital status or national origin in consideration for an award. The City reserves the right to reject any or all Bids, to waive any formality in any Bid, and to accept any Bid considered advantageous to the City. The City reserves the right to hold the Bids for a period of ninety (90) calendar days after the date of receipt of Bids. An original Bid Bond in an amount of not less than five percent (5%) of the total amount Bid (not to exceed $10,000) must accompany each proposal. The payee of such bond shall be The City of Hoover, Alabama. The bid Bond shall bear the same date as set for the receipt of Bids. The Bid Bond shall be signed by an agent authorized to do business in the State of Alabama. The Contractor whose Bid is selected must furnish a Performance Bond for one hundred percent (100%) of the Bid amount, and a Payment Bond for fifty (50%) of the Bid amount and must secure the bond from a bonding companys representative agent authorized and licensed to do business in the State of Alabama. Each bond shall be countersigned by an agent of the Surety having residence in the State of Alabama, and who is authorized and licensed to do business in the State of Alabama and each bond shall depict the complete address of said agent. SCOPE OF WORK a. MODIFIED BITUMEN ROOFING a. Remove existing ballast and EPDM roof membrane from the field of the roof and wall flashings. b. Inspect the existing layers of insulation and replace wet and/or damaged insulation with new per allowance provided and unit pricing. c. Adhere 1/2 " tapered crickets to the existing insulation between roof drains as identified on the drawing. d. Adhere new 1/2 " Gypsum Cover Board over tapered system. (unprimed boards require priming prior to installing 2-ply system) e. Install 1 layer of HPR Base Sheet in cold process membrane adhesive @ 2 gal/sq. f. Install an HPR Modified Mineral cap sheet in cold process @ 2gal/sq. g. Install two ply flashings, the first being 1 ply of approved 80 mil, type 2, dual fiberglass base sheet and the second a mineral surfaced cap sheet having both polyester and fiberglass reinforcement. h. At the expansion joint, remove the existing expansion joint. Construct a wall on either side of the expanse and flash according to manufacturer details and recommendations. i. At all vertical flashing laps, apply a 3-course application of Aluminized Mastic and Fiberglass Mesh. j. Install new sheet metal details at perimeter, expansion joint and walls according to ANSI-SPRI guidelines and best roofing practices. k. Install new lead alternative, PVB coated scrim, as your "drain lead". l. Install new clamp ring and dome strainer. m. All manufacturer's recommendations and requirements must be met.
