The work to be performed or executed under these specifications consists of furnishing all materials, equipment, tools, labor and incidentals as required by this request for informal The General Items of Work to Be Done Hereunder Consist of the Following Prime Contractor Bid Sections for the Tenant Improvements to 140 W Hwy 246 and Will Be Bid Separately for Each Item Below 1. Demountable Partitions: Procurement and Installation of Demountable Partitions 2. Tbar Ceiling: Procurement and Installation of Tbar Ceiling; 3. Electrical Work: Improvements and Installation of Electrical Facilities; 4. Heating/hvac: Improvements and Installation of Heating and Air Facilities; The location of work is 140 West Highway 246. Bidders are required to inspect the site of the work in order to satisfy themselves, by personal examination or by such other means as they may prefer, of the location of the proposed work. Generally, work shall be completed within sixty (60) calendar days of NTP. Available 12/18/2023 At the time of contract award, the following are the minimum license requirements for each prime contractor: Demountable partitions - D-34 prefabricated equipment or C-2; TBAR Acoustical Ceiling - C-2; Heating/HVAC - C-20; Electrical - C-10. Any questions regarding the project must be submitted in writing and submitted to roseh@cityofbuellton.com no later than 3:00 pm on January 9, 2024. Answers will be provided in one Addendum subsequent to the deadline Damages for avoidable delays shall be in the amount of $1,500.00 for each consecutive calendar day in excess of the time specified for completion of the work. The City reserves the right to reject any or all bids, or to make award to the lowest responsible bidder and reject all other bids; to waive any informality in the bidding; and to accept any bid or portion thereof; and to take all bids under advisement for a period of forty-five (45) calendar days. The contract documents call for monthly progress payments based upon the percentage of work completed. The City will retain five percent (5%) of each progress payment as security for completion of the balance of the work. This project is funded in whole by the Community Development Block Grant Program. In addition to the above State wage and labor requirements, the project requires compliance with the Federal labor standards clauses and prevailing wage decisions and are subject to Davis-Bacon wage rates. This construction work is subject to prevailing wage rates determined by the Department of Labor pursuant to the Davis-Bacon Act. In the event of a conflict between Federal and State wage rates, the higher of the two will prevail. Federal Labor Standards provisions HUD 4010 will be incorporated into the successful bidder's contract and is provided in Attachment 3. Contractors, including all subcontractors and apprentices, must be eligible to participate. The Davis-Bacon wage determinations applicable to construction work are available online. All labor is required to be paid at a rate not less than the greater of the current Federal Davis-Bacon Prevailing Wage or the State of California Prevailing Wage Determination made by the California Director of Industrial Relations. All labor is required to be paid per Davis-Bacon certified weekly reporting provided to the City. Minority Owned/Women Owned Business Enterprises (MBE/WBD) Statement: Minority and Women Owned Business Encouraged: Bidders will be required to document their status as a Minority Business Enterprise (MBE), a Women-owned Business Enterprise (MBE) or a non-MBE/WBE firm.
