Site work and renovation of a mixed-use development in Council Bluffs, Iowa. Working plans call for the renovation of a residential development; and for site work for a residential development.
The City of Council Bluffs is accepting requests for proposals (RFP) for the development of two single-family dwellings on two vacant lots in Council Bluffs. The work includes, but is not limited to, development of two single family dwellings on lots located at 827 16th Avenue and 1709 16th Avenue. Each respondent is responsible for taking the necessary steps to ensure their submission is received and complete by the listed deadline. Incomplete submissions are automatically rejected. The City is not responsible for technical difficulties and will not allow late submissions due to the same. The bid will be administered and overseen by an authorized designee of the Community Development Department. Question Deadline 01/05/2024 at 3:00 PM CT Any questions should be submitted through IonWave by the question cutoff date Interested developers have three options for acquiring either one or both parcels: Option A: 827 16th Avenue Option B: 1709 4th Avenue Option C: 827 16th Avenue and 1709 4th Avenue All options would include purchasing the lot(s) for $0.00 and commit to selling the lot(s) to a person at or below 80% of the median family income. The City shall assist to secure a qualified buyer. You must select Option A, B or C for your proposal. Property Description Generally located at 827 16th Avenue (Attachment A: 827 16th Avenue Location Map) and 1709 4th Avenue (Attachment A: 1709 4th Avenue Location Map) 827 16th Avenue Legal Description: Howards Addition W55', Lots 1 & 21, Block 2, City of Council Bluffs, Pottawattamie County, Iowa. Property is located in a R-3 Low Density Multi-Family Residential District (Attachment B: Zoning Map & Title 15 Zoning Code for the R-3 District). Property is located in Zone X floodplain. Zone X is the area determined to be outside the 500-year flood and protected by levee from 100-year flood. The area may have ponding and local drainage problems that do not warrant a detailed study or designation as base floodplain. 1709 4th Avenue Legal Description: Beers Subdivision, Lot 3, Block 45, City of Council Bluffs, Pottawattamie County, Iowa. Property is located in a R-2 Two Family Residential District (Attachment B: Zoning Map & title 15 Zoning Code for the R-2 District). Property is located in Zone AH flood plain. Zone AH is the area subject to inundation by 1% annual chance of shallow flooding. The area may have ponding where average depths are between one and three feet. The property shall be raised to one foot above the base flood elevation. Both properties are: Served by water, sanitary sewer, storm sewer and street paving (Attachment C: 827 16th Avenue Water, Sanitary & Storm Pipes and Attachment C: 1709 4th Avenue Water, Sanitary & Storm Pipes) Eligible for homebuyer down payment assistance for qualified buyers through the Community Development Department. Construction Guidelines At least one single-family home must be constructed on each lot. Contractors shall be responsible for the application and receipt of all building permits, site permits and utility hook-up requests. The contractor shall submit construction plans for the two single-family home that must be approved by the City of Council Bluffs. Any modifications outside of the plans must be approved by the City prior to construction. All plans and specifications must be reviewed and approved by the Community Development Department. Contractor shall be required to meet all City of Council Bluffs Infill Program Standards (Attachment D: Housing Infill Program Standards) and identify building materials per United States Department of Housing and Urban Development (HUD) Form 92005 (Attachment E: HUD Form 92005). The home must be able to provide a Home Energy Rating Certificate (HERS) demonstrating a value of at least 70 or less or an equivalent third-party rater certification that the home exceeds the minimum requirements for the 2012 International Energy Conservation Code
