Site work and renovation of a mixed-use development in Louisville, Tennessee. Working plans call for the renovation of a military facility.

On or about 28 April 2023 an Invitation for Bid (IFB) will be issued for repair Bldg. 134 on the 134th Air Refueling Wing at McGhee Tyson Air Base located in Louisville, TN. The contract duration will be approximately 365 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 236220 with a small business standard of $45,000,000.00. The estimated constructions costs of this project will be between $10,000,000.00 and $25,000,000.00. A pre-bid conference/site visit will be held on or around 28 July 2023 at a location and time to be determined in the solicitation. Please do not submit request for plans and specifications as they will be listed in the upcoming solicitation. Project Description: The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for the renovation of an existing hanger. Contractor shall repair interior walls, ceilings, windows, interior and exterior doors, exterior utilities, electrical, lighting, HVAC and controls, mechanical, plumbing, sound attenuation, and internal and durable surfaces; roof replacement and upgrades as necessary; paint, floor coverings, millwork, and caulk. All necessary exterior building waterproofing, utilities, new access pavements, repair of site access pavements, site improvements, fire protection and detection systems. There will be three options in this solicitation. The options are for communications, Advantor security, and repair parking lot. Monaco is the brand name required for the fire alarm system and Schneider is the required brand name for DDC. Proposed project will be a Firm Fixed Price contract. Your attention is directed to FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The bid opening date is scheduled for on or about 18 August 2023. The dates in this announcement are estimates. Actual dates and times will be identified in the solicitation. The solicitation and associated information and the plans and specifications will be available only from the SAM.GOV website on- line at sam.gov. SAM.GOV is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with SAM.GOV before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on SAM.GOV. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with SAM.GOV must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the SAM.GOV home page and search for data. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
