Renovation of a residential development in Dubuque, Iowa. Completed plans call for the renovation of a residential development.
In general, the work consists of lead abatement and hazard mitigation work which may include general carpentry, concrete flatwork, painting, HVAC, Electrical and Plumbing trades etc. Line Item Construction Bids will be received for the projects. A contractor and/or employee trained and certified as LEAD ABATEMENT CONTRACTOR or ABATEMENT WORKER must complete line items if part of the lead bid. Projects with construction cost greater than $25,000.00 will require abatement of the lead-based paint hazards if in certain districts, this will be specified in each bid. Notices to Proceed will be issued immediately following approval of bid. Minority and women-owned businesses and small, local, and emerging contractors are encouraged to participate. Bid guarantee in the amount of 5% of the bid amount must accompany each bid (over $25,000) submitted and shall be in the form of a cashiers check, certified check or bond. All projects at or exceeding $25,000.00 require a Payment, Performance, and one-year Maintenance Bond. This invitation is given and published pursuant to authorization of the City of Dubuque and the Owners. The City reserves the right to reject any or all bids and to waive any informality or irregularity or to accept any bid which best serves the interest of the Owners. All requested attachments to the bid must be attached as stated within the individual bids Qualifications: Iowa lead abatement contractor/worker certification BIDDER hereby agrees to commence work under this contract on or before a date to be specified in the Notice to Proceed and to fully complete the project with 14 consecutive calendar days thereafter, unless special approval is obtained by the CITY. The Notice to Proceed will be issued within 10 days of the bid opening or as approved by council. Post proper sign on the exterior doors. o The contractor must have a State approved HEPA vacuum while lead work is being completed. o Provide cleaning of all areas of the house before the request for lead testing is requested. This will include providing plastic protection when removing windows, completing HEPA vacuum -> wet wash -> HEPA vacuum cleaning at all areas within the house and vacuuming with an approved HEPA vacuum. o This also includes providing exterior ground protection while exterior work is being completed. o Contractor is to cover all personal items within the structure while interior work is being completed. o If the contractor fails the dust tests, the contractor will be required to pay the testing firm $500.00 for each subsequent testing cycle until the house passes lead dust testing passed from a certified lab. o Lead work must be completed in the shortest length of time as possible. 10-14 Days is theexpectation to reach final dust wipe clearance, unless otherwise approved by the City Lead staff. o The contractor has the right to temporarily change the house locks until lead testing is passed. o The contractor is completely responsible to comply with all State Lead Hazard Reductionrequirements as required by the State of Iowa or as directed. The City of Dubuque may not be held liable for contractor's said failure to follow Lead protocol.
