The city of Northport is requesting proposals for the development, management, operations and maintenance of a mixed-use development as well as the management, operation and maintenance of recreation spaces within the sports complex. This is a procurement of professional services and will be conducted in a manner to provide full and open competition. A Selection Committee will review all proposals and will rank firms based on criteria identified in this request for qualifications. The criteria may include but is not limited to the firms experience, project understanding and approach, and quality assurance and quality control. Upon selection by the Selection Committee, the City will enter into negotiations with the successful Respondent. Pending successful negotiations, the successful Respondent will enter into a Contract for professional services with the City. The scope of the project is two-fold: 1) to develop, manage, operate, and maintain a mixed-use development that includes a hotel, commercial uses, and an indoor recreation facility within the City of Northport's approved 300- acre Northport Shore masterplan and 2) manage, operate, and maintain all recreational areas (Sports Complex) within the 300- acre masterplan. The 300-acre Northport Shore masterplan area will be located off of 5th Street in Northport, Alabama in the newly branded Northport Shore district. Phase I of the approved masterplan is nine competition baseball/softball fields and will break ground in 2024. The goal of the Northport Shore Sports Complex is to provide an all-inclusive experience for athletes and their families, from youth to adults, through recreational facilities supporting a variety of sports, accommodations, and commercial offerings. The Sports Complex is designed to be of size and quality to accommodate all levels of local, regional, and national tournaments and leagues. The Northport Shore masterplan is attached as Exhibit A. See Exhibit B for a layout of the Sports Complex site and the proposed mixed-use development location. The City of Northport will send a confirmation email once the response to this RFP is received. Contacting officials or staff could result in your firm being removed from consideration for this project. Mixed-Use Development : +/- 10.26 acres to be developed for hotel, commercial uses, and indoor recreation space including parking areas o Indoor recreation space measuring approximately 131,000 square feet (preferably vertical construction) and designed to accommodate competitions for sports to include but not limited to basketball, volleyball, cheer, and dance Integration of hotel and commercial space to Sports Complex amenities o Strategies for selection of hoteliers and commercial businesses to meet target audience Management, operation, and maintenance of the mixed-use development Financial obligation of the development of the hotel, commercial spaces, and indoor recreation space including ancillary improvements shall be the responsibility of the respondent firm and/or its partners Revenues generated from the operation of the hotel, commercial spaces, and indoor recreation space shall belong to the respondent firm and/or its partners The area designated for the mixed-use development is located within a verified Opportunity Zone. Online date for hotel must align with opening of Phase I ballfields; Spring 2026 Management, Operations and Maintenance - Recreational Facilities : Management, operation, and maintenance of championship rated and standard baseball/softball fields, tennis courts, pickleball courts, basketball and volleyball courts, open gymnasium space, fishing facility, concessions, restrooms, playgrounds, and any facilities/buildings within the 300- acre footprint as well as any ancillary components of each facility Operation of the Sports Complex, including but not limited to scheduling sports tournaments, regular field use, league play, and other activities that promote sports Agree to properly staff all activities at the Sports Complex to ensure orderly conduct and reasonable safety standards for participants and patrons. Adopt safety rules and regulations acceptable to the City of Northport and enforce such rules and regulations Assume responsibility for the purchase of equipment necessary to operate and maintain the Sports Complex as well as the security of equipment and the facilities Maintenance of all buildings and facilities within the 300-acre Sports Complex including but not limited to routine maintenance, betterments, irrigation, custodial, and mowing Operation of food, souvenir, and sporting goods concessions in compliance with all City, State, and Federal laws and with prevailing Health Department requirement applicable to food services and food items. Implementation of a marketing program with the goal of promoting sports play at the Sports Complex. Expectation to work with agencies as directed by the City of Northport to schedule regional and national events that have been determined by the City to have a beneficial economic impact for the City. Development of an Emergency Action Plan The City will use a Selection Committee of qualified City employees for the evaluation of submissions. The Selection Committee will review the submissions submitted in response to this RFP and rate the submissions based on the information provided. The City may shortlist firms for interview or base their final selection on the submitted proposals solely. If the selection is made on the received proposals solely, then all firms shall be notified of their successful and/or unsuccessful selection after the final selection is made. The method of Contractor Selection has not been Determined at this time.
