The scope of work under Solicitation N6247324R0049 encompasses the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract for specialty trade construction services under NAICS Code 238990. The contract supports alteration, maintenance, repair, and minor new construction projects at various government facilities, including Naval Air Station (NAS) Fallon, NV, Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, CA, and other approved locations. It is a 100% HUBZone Small Business Set-Aside with a total maximum value of $49,000,000 and individual task orders ranging from $2,000 to $1,500,000. The base period runs from January 29, 2026, to January 28, 2028, with one three-year option period extending to January 28, 2031. Contractors must provide all labor, materials, equipment, supervision, and related services necessary to complete each task order in compliance with federal, state, and local regulations. Task orders will be issued individually and priced using pre-priced and non-pre-priced coefficients applied to R.S. Means Cost Data. Non-pre-priced work must be incidental and not exceed 40% of the task order value. Contractors must be capable of managing multiple task orders simultaneously and responding rapidly to construction needs. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method across five factors: Technical Approach, Experience, Past Performance, Safety, and Price. Required documentation includes team composition, experience data sheets, past performance questionnaires, safety metrics (DART = 2.99, TCR = 4.49), financial questionnaires, coefficient breakdowns, and bid bonds. Proposals must be submitted electronically via the PIEE Solicitation Module by October 27, 2025, at 2:00 PM PDT and remain valid for 90 days. Contractors must maintain a Quality Control Plan, provide a Site Safety and Health Officer (SSHO), and comply with Unified Facilities Guide Specifications (UFGS), NFPA standards, and other applicable codes. Environmental protection, energy and water conservation, fire safety, and traffic control are integral to contract performance. Additional responsibilities include daily reporting, attendance at progress meetings, compliance with employment eligibility verification (E-Verify), and adherence to security protocols including DBIDS registration. The contract includes provisions for Davis-Bacon wage determinations, subcontracting limitations, hazardous materials handling, and telecommunications equipment restrictions. Contractors must obtain all necessary permits and licenses, ensure key personnel qualifications, and comply with federal cybersecurity and supply chain security regulations. Task orders may be definitive or non-definitive and can be modified or issued orally in emergencies.
