Questions will be answered and posted to the Opportunities page on the OFCC website at online on a regular basis until one week before the response deadline. The name of the party submitting a question will not be included on the Q&A document. The Ohio Department of Transportation (ODOT) is planning on replacing the roof and wall panels at the Euclid Full Service Maintenance Facility (FSMF) in Cuyahoga County. Architectural/Engineering (A/E) services are required for design, permitting, construction administration and other services as described in this RFQ. This project will utilize General Contracting delivery methods for construction contracts. Scope will include design and construction of a new roof and wall panel systems. In addition, the scope of work will include: Demo and removal of the existing roof panels and roof insulation system. Design of a standing seam metal roof panel or IMP system including roofing assembly and accessories such as flashings, gutter, ice/snow guards, vapor/air barrier systems, insulation system, etc. Demo and removal of existing wall panels and insulation system Design of new insulated metal wall panels assembly and accessories, etc. Building envelope moisture investigation was performed by ODOT's Consultant and as such the report will be made available to help in the scope determination. Envelope moisture investigation report will be made available to selected AE firm. The Ohio Department of Transportation will be funding this project with Capital money. All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority's and the Owner's policies and procedures. For projects advertised with an appropriately developed Program of Requirements ("POR"), upon award of the Agreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence by developing the Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. During the construction period, provide not less than 12 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. Professional Services Start: 05 / 24 Construction Notice to Proceed: 01 / 25 Substantial Completion of all Work: 07 / 25 Professional Services Completed: 09 / 25 If the A/E firm intends to receive points for exceeding the EDGE Participation Goal, it must provide BOTH a completed Commitment to Participate form AND a completed Statement of Intent to Contract and to Perform forms signed by both parties with its Statement of Qualifications. The method of Contractor Selection has not been Determined at this time.
