These Special Provisions amend or supplement the City of Lincoln Standard Specifications for Municipal Construction, 2023 Edition and other provisions of the Contract Documents as indicated herein. All provisions that are not so amended or supplemented via these special provisions remain in full force and effect. The Contractor shall have no more than 135 consecutive calendar days from the Beginning of Work date to achieve Final Completion of this project. Work may begin on or after April 1, 2024. Construction along W Fletcher Avenue from NW 12th Street through the intersection of NW 7th Street shall be completed between May 27, 2024 and August 2, 2024 while school is out for the summer. Failure to meet this date shall result in liquidated damages to be assessed in accordance with the Lincoln Standard Specifications until all work on these streets is completed and the streets are open to traffic with permanent drive access restored to adjacent properties. Final completion shall be achieved by September 20, 2024. Failure to complete all Work associated with this contract by the final completion date shall result in liquidated damages to be assessed in accordance with the Lincoln Standard Specifications. Construction Phasing and Access: Phasing of this project shall be constructed as defined in these special provisions. Access: The Contractor shall not completely close W Highland Boulevard and W Fletcher Avenue at the same time during construction. The closure of W Fletcher Avenue east of NW 4th Street to W Fletcher Avenue will require single lane access accommodations for westbound traffic at all times during construction for StarTran bus route. W Highland Boulevard: The Contractor may only close one of the following intersections at a time for NW 7th Street or NW 2nd Street during the westbound lane closure construction from west side of NW 7th Street to west side of NW 1st Street. Eastbound lanes of W Highland Boulevard to remain open during construction. W Fletcher Avenue: The Contractor may close W Fletcher Avenue from NW 12th Street to W Fletcher Avenue during construction. The road closures shall coincide with the contract timeline location limitations. The Contractor will also maintain cross traffic access for all intersections along W Fletcher Avenue during full closure of the roadway to maintain neighborhood and bus route access. Access to intersections are critical to maintaining the StarTran 'Gaslight Route 52' relocated bus route along W Beal Street.
