Site work and renovation of a water / sewer project in Brentwood, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

This Invitation to Bid (ITB) is being issued by the Contra Costa Water District (District) for vendors and/or firms interested in LV Fuel Tank. The vendor is to provide complete pricing, information and requested documentation for one 2,000 gallon above-ground gasoline fuel tank with fuel pump, tank monitoring and alarm systems, one fueling hose and any required seismic mounting hardware matching the specifications as listed in Attachment A. Questions concerning the LV Fuel Tank and related items should be directed to Contra Costa Water District at ccwdpurchasingrequests@ccwater.com referencing ITB# 2425 and be received by Wednesday, December 20, 2023. Responses to all questions received will be published on the District website as an Addendum to the ITB on Friday, December 22, 2023 . The District specifically reserves the right to reject any or all bids, to make any awards or any rejections in what it alone considers to be in the best interest of the District, and to waive any irregularities in the bids. The District does not obligate itself to accept the lowest bid and specifically reserves the right to reject any or all bids or the District will accept any bid or combination of bids considered most favorable. The Contra Costa Water District (CCWD) is soliciting bids to replace the existing above-ground gasoline storage tank, tank monitoring and fueling system located at the Los Vaqueros Watershed at 100 Walnut Blvd. in Brentwood, CA 94513. This tank main use is to fuel CCWD vehicles and equipment. The new tank and its associated systems will consist of one (1) 2,000 gallon above-ground gasoline fuel tank with fuel pump, tank monitoring and alarm systems, one (1) fueling hose, and any required seismic mounting. Current Tank The current tank is approximately 11ft long, 8ft wide, 5.5ft tall. Enclosed are pictures of the current tank. Tank Specifications and Information: The tank must meet all Federal, State, and Local rules and regulations pertaining to above-ground storage tanks including: o 2,000 gallon above-ground gasoline fuel tank o Single hose fuel pump o Fuel pump to have pulser with a minimum of 10 to 1 for output to Petrov 200 fuel system. o Tank monitoring and alarm systems o Seismic mounting brackets along with installation hardware materials and instructions for installation. o Vendor will need to provide seismic mounting system engineering calculations (loads, forces, etc.) to evaluate mounting base needs to allow CCWD to review and ensure current tank pad will support the needed loads and forces. o Standing Loss Control and Phase 1 system o OPW EVR (per VR-401) or Morrison Brothers EVR (per VR-402) o The Phase II system, meeting the requirements of Balance EVR (per VR-501) unless it meets an exemption under BAAQMD Regulation 8-7-112, such as the ORVR fleet exemption o UL2085 or greater rating o Tank level monitoring gage o System to be a package unit; vendor to place tank on existing pad. CCWD Staff to hook up to existing electrical o Vendor to install any needed seismic brackets and/or straps o Vendor to commission and ensure proper tank and pump operation following installation o Vendor to ensure tank system provided meets all Federal, State and Local permit conditions, including any Fire Protection District rules and regulations o Tank needs to fit into existing area; see photos for reference (11'L x 8'W x 55'H) o Tank must be delivered within 3 months of order submission The District has initiated an insurance compliance program. This program requires all companies providing products and services to the District to have in place insurance coverage prior to the issuance of any contract. Once the most responsive response has been established, that vendor will have until 30 days after selection, to provide all required insurance documents per the samples provided and register with the District's insurance compliance tracking system, MyCOI. Failure to provide this insurance documentation will result in the District considering this bid or response to be non-responsive. The typical term of District maintenance, repair and service contracts will be twelve (12) months, normally commencing on July 1st, and expiring on June 30th, unless otherwise stated.
