No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, or a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form, and amount required by Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total amount of the bid submitted. Bidders are required to comply with the newest procurement code, HRS, Chapter 103-D, any rules and regulations and policy directives issued with respect to Chapter 103 D and any amendments thereof. Questions must be received at least ten (10) calendar days prior to the bid opening date. Any acceptable modifications or clarifications shall be made by issuance of an addendum and shall be given by written notice to all parties. DEMOLITION: Demolition, Removal and Disposal of Two (2) Existing fuel tanks, piping, and electrical. One (1) Diesel Tank, One (1) Unleaded Gasoline Tank. Removal Work: 1. Removal of existing fuel pumps, and any related appurtenances. 2. Removal and storage of existing fuel dispensers, and any related appurtenances. 3. Demolition, removal of Two (2) 2000 gallon concrete fuel storage tanks. 4. Removal and storage of existing Fuelmaster console for future re-installation. 5. Removal of existing fuel piping. 6. Removal of existing bollards. NEW WORK: New Work as follows: 1. Any modification to foundation/concrete base, including the movement, replacement or addition of vehicle protection bollards to meet current permitting requirements. 2. Any modification to electrical systems. 3. Installation of one (1) 5000 gallon above ground dual compartment fuel tank. 4. Installation of New fuel pumps in New tank. 5. Installation of New dual fuel dispenser in existing location, existing Fuelmaster console, and any related appurtenances as necessary. 6. Any reprogramming/recalibration of Fuelmaster system. 7. Installation, integration and testing of tank monitoring system. 8. Tanks shall be installed on existing concrete base. 9. Electrical service for all wiring to be provided from Storage building electrical service in existing conduits. 10. Relocation of existing and installation of New Emergency stopto be located in approved location in dispenser area. 11. Installation of New Tank monitoring system in main office building. 12. Installation and testing shall be in strict accordance with Steel Tank Institute Installation and Testing Instructions for Thermally Insulated, Lightweight, Double Wall Fireguard (R) Aboveground Storage Tanks. 13. Installation of new fuel piping and testing as required to meet applicable codes. 14. Bollards, removal of existing and installation of new bollards to meet all applicable codes. ELECTRICAL: All necessary electrical conduit and wiring for demolition of old tanks and pumps, and for the installation of new tank, pumps and dispensers, and new monitoring system. All pumps shall be connected and integrated into existing Fuelmaster (R) Fuel Management Unit (FMU) System. All existing electrical service connections (any necessary low and high voltage) to be removed and installed new to storage building service. NEW FUEL TANK: One (1) 5000 gallon Two (2) Compartment (Gasoline and Diesel) split-tank, UL-2085 Fireguard (R), or equivalent Thermally Insulated, Double-Wall Stainless Steel Horizontal Cylindrical Above ground Storage Tank. Tank storage volume shall be 2500 gallons of gasoline, and 2500 gallons of diesel. Tank shall be a maximum of 9'-0" in diameter and a maximum of 14'-6" long. NEW FUEL PUMPS: Installation of New Two (2) Veeder-Root 3/4 HP 4" Red Armor Fixed Speed Submersible Turbine Pumps. Pump shall have HD dual powder/e-coating on all cast surfaces to withstand acetic acid exposure to prevent pitting and deterioration. Stainless Steel construction on all exposed surfaces including (but not limited to): risers, nuts, springs, screws, check valve seat, eye bolt, and check valve guide. FUEL DISPENSERS: Installation of New One (1) Gasboy 9153KXTW2 Atlas mechanical Hi-Flow twin fuel dispenser, with 2 hoses for 2 products. Welded G90 galvanized steel frame, structural foam bezel with clear polycarbonate window and back screen polycarbonate dial face. The replaceable sheathing 304 embossed stainless steel. FUEL TANK REQUIREMENTS: The tank shall be designed for aboveground storage of flammable and combustible liquids at atmospheric pressure. Tank shall include integral steel secondary containment and thermal insulation that provides a minimum two-hour fire rating. Shall be delivered as a complete UL-listed assembly with two (2) factory supplied, welded-on saddles. Size and location of saddles shall be as required by contractor. Saddles to be set level on a solid foundation. Lifting lugs shall be provided to facilitate handling and installation. Tank shall be designed for possible relocation at a future date. Concrete encased tank designs are not equal and will NOT be permitted. Tank shall comply with the latest edition of National Fire Protection Association NFPA 30 Flammable and Combustible Liquids Code.
