The City of Rock Island, Illinois is hereby requesting proposals from qualified firms to conduct Phase I and Phase II ESAs for the Solomon Site. A prospective buyer is interested in the property to develop townhomes with the potential for mixed use. However, the buyer does not wish to proceed until a Comprehensive No Further Remediation Letter (NFR) and a Letter of Map Revision Based on Fill (LOMR-F) is obtained. The City has limited funds for remediation and filling of the subject property and intends to use the information from the Assessments and the recommended methods therein to determine what can be achieved within budget parameters. The Assessments must include recommended methods for remediation and filling of the subject property. Multiple alternative methods are desired, but all methods must be compatible with the standards of the Illinois EPA Site Remediation Program (SRP), fill guidance provided by FEMA, and all other applicable local, state, and federal regulations. Cost estimates for the alternative methods must be included. The selected firm shall have sixty (60) days to complete the work from the date of contract signing. An extension may be granted if the project is delayed due to inclement weather or other natural causes. Respondents should note that it is the City's intention, following completion of the Assessments, to put out a subsequent request for proposals. That RFP will seek a consultant to oversee enrollment of the property in the SRP, remediation and filling of the site, and the securing of an NFR and LOMR-F. Respondents to the first RFP pertaining to completion of the Assessments will receive priority should they respond to the second RFP regarding program enrollment.
