Bi-annual repair, maintenance, and inspection service of Clean Agent/Inert Gas Fire Suppression Systems for fifteen (15) County building locations. Locations: County locations with Clean Agent/Inert Gas Fire Suppression Systems are listed below and are included in this Request for Quote: 1. 12 Mile Tower - 235 N. Stratton Road 2. Ag Center Tower - 3057 Agricultural Center Drive 3. Armstrong Tower - 6245 State Road 207 4. Bakersville Tower - 5885 County Road 208 5. Faver Dykes Tower - 9355 US 1 South 6. Flagler Estates Tower - 9685 Light Avenue 7. Old Moultrie Tower - 1555 Old Moultrie Road 8. Onion Patch Tower - 1762 Borrow Pit Road 9. Ponte Vedra Tower - 5430 Palm Valley Road 10. Sampson Tower - 10005 Cartwheel Bay Avenue 11. Watson Tower - 5125 Crescent Technical Ct 12. Management of Information Services (MIS) office computer room - 4455 Avenue A, Suite 103 13. Supervisor of Elections (SOE) office computer - 4455 Avenue A 14. SJC Administration building computer room - 500 San Sebastian View 15. SJC Courthouse building computer room - 4010 Lewis Speedway Access: All necessary areas will be made accessible, either under escort or by other means. The Contractor shall treat all St. Johns County facilities as secure facilities and shall govern themselves accordingly. Established security policies and procedures shall be followed at all times while on any St. Johns County premises. Contractor employees shall, at all times while working for St. Johns County, conspicuously display photo identification that shall include, at a minimum, employee name, company name, address, and telephone number. Inspections: All inspections shall be performed in accordance with standard procedures and practices as approved by the National Fire Protection Association (NFPA) 2001: Standard on Clean Agent Fire Suppression Systems, and/or any other applicable laws, ordinances, or codes, in conjunction with the described procedures outlined herein. If a conflict should arise between any of the applicable Federal, State, and local laws, statutes, ordinances, and/or codes, or with the outlined testing procedures contained within this document, the more stringent shall prevail. The Contractor shall furnish all labor and equipment necessary to inspect and certify all St. Johns County clean agent/inert gas systems. The Contractor shall furnish all necessary documentation and inspection reports to the Facility Management Specialist - Life/Safety. All tests and inspections shall be coordinated with the Facility Management Specialist office so as not to disturb the daily business of the offices at the facilities included under this contract. At least twice per year, Contractor shall thoroughly inspect, examine, adjust, and calibrate as necessary, all clean agent/inert gas systems. Bi-annual inspections shall be completed within forty-eight (48) hours of commencement, and documentation shall be furnished and/or posted within a maximum of two (2) weeks from the completion date of inspection. Failure to comply with this provision shall result in a penalty of $50.00 per day being assessed for each day over two (2) weeks after the date of completing the inspection. The Contractor shall be held harmless for delays due to strikes, fires, transportation difficulties, or other causes beyond the Contractor's control. Service & Inspection Reports: Reports shall be completed for every regular inspection and/or emergency call provided by the Contractor. Reports shall indicate the date of service, the location where services were provided, defects discovered, and an itemized listing of the materials and/or devices provided (labor and material). Reports shall be signed by the Facility Management Specialist or their designee, and a copy left on the premises. Inspection tags shall be placed by the technician in accordance with NFPA 2001: Standard on Clean Agent Fire Suppression Systems, whenever the system or associated devices are serviced and/or repaired. Repairs & Defects: If repair or replacement of any device(s) or part(s) of the clean agent/inert gas system(s) is required, the Contractor shall notify the Facility Management Specialist immediately and shall provide written notice of such within twenty-four (24) hours of the discovery of any deficiency(s). The written notice shall contain the nature of the deficiencies and shall include a description of any remedial work that may be required. All equipment, materials, and workmanship shall be warranted against defects for one (1) year from the date of completion. Any substitutions of equipment or material must be approved by the Facility Management Specialist prior to installation. If repairs and/or replacement of parts is required due to damage or disrepair, (i.e., freeze damage, lightning damage, vandalism, normal wear & tear, etc.) the Contractor shall provide a written proposal outlining scope of work and cost for such repairs and/or replacement of parts. Repairs and/or replacements shall be made in full compliance with all terms and conditions specified herein, and billed as stated herein. Parts & Components: The Contractor shall repair and/or replace worn parts or complete components using only equipment that is Underwriters Laboratories (U.L.) listed or that is listed by a laboratory provided in the Occupational Safety and Health Administrations (OSHA's) list of nationally recognized testing laboratories, and manufacturer's approved equipment and replacement parts or components. The Contractor shall have all equipment and components as needed to restore the system to proper working order available locally or be able to source within twenty-four (24) hours in an emergency. Where joint venture and/or subcontractor arrangements are proposed, the Contractor shall also submit the applicable information for each joint venture and/or subcontractor. Emergency Service Calls: Rapid response to emergency repair calls is of the utmost importance. To ensure minimal downtime caused by equipment malfunction, the Contractor, when notified of an emergency repair, shall report on-site within three (3) hours from the time the call is placed to the Contractor. Emergency service shall be available twenty-four (24) hours per day, seven (7) days per week. The Contractor shall provide all labor, materials, supplies, tools, and equipment necessary for emergency and preventative maintenance services for the suppression systems included under this contract. All work shall be in accordance with the currently adopted edition of the Florida Fire Prevention Code and NFPA standards and shall comply with any and all manufacturer's recommendations. If, at any time, throughout the duration of this contract, any fire codes are amended in such a manner as to require modification of the services rendered or mandated changes in equipment, the Contractor shall notify St. Johns County in writing. Any additional charges, services and/or equipment required to maintain compliance shall be negotiated at that time, and a written proposal furnished to the Facility Management Specialist. System Testing: Contractor shall test clean agent/inert gas systems bi-annually by testing all system components, devices, and/or peripherals including, but not limited to, bottles, manual pull stations, cross-zone smoke detectors, abort switches, manual bypass switch, lamp lights on panel, batteries, dial out panel (control panel), and all other devices attached to and/or related to the clean agent/inert gas system in accordance and compliance with NFPA 2001: Standard on Clean Agent Fire Extinguishing Systems. After completion of all above requirements, the Contractor shall correct all disarming features and restore alarm panel to normal operating condition ready for emergency action. Advise the Facility Management Specialist when the next scheduled test is to be conducted. The Facility Management Specialist shall sign all reports and be provided with a copy. Contractor shall furnish documentation in the form of inspection reports addressing the testing and inspection requirements set forth in NFPA 2001, which is applicable to the work being performed, listing St. Johns County as owner, and indicating the location or description of the system inspected/serviced. All equipment failures or devices nearing failure, repairs made, or action to be taken shall also be listed.
