Site work, paving and renovation of a mixed-use development in Hamilton Township, New Jersey. Completed plans call for the renovation of a library; for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The BASE BID is for a Lump Sum Proposal to provide all materials and work indicated on the Drawings, Specifications and in this bid package. The work performed under this contract will include all materials, labor, equipment and services necessary to complete the project. Removal of all debris, clean-up and restoration of the work site will be required. There are TWO (2) ADD ALTERNATES as part of this Project: The add alternates are designated on the proposal pages. ALTERNATE NO. 1: ADD for full ductwork replacement, Architectural, Mechanical and Electrical construction. Refer to specification section - 012300 Alternates. ALTERNATE NO. 2: ADD: Second Shift Work - Refer to specification section - 012300 Alternates. The following UNIT PRICES are requested as part of this project: Refer to specification section - 012200 Unit Prices. Unit Price No. UP-1: Removal and replacement of rotted or deteriorated wood blocking or nailers, price per L.F. Unit Price No. UP-2: Supply and installation of one (1) case of specified 24" x 48" ceiling tiles, when and if directed by owner. Unit Price No. UP-3: Supply and installation of one (1) case of specified 24" x 24" ceiling tiles, when and if directed by owner. SUMMARY OF WORK The Work of Project is defined by the Contract Documents and consists of the following: 1. Selective demolition responsibilities included within the scope of the project shall include the following: a. Site clearing and leveling as required to accommodate the construction of the proposed emergency generator. b. Removal of existing mechanical systems indicated, including, but not limited to air handling units, roof top units, condensing units, hot water boilers, fin tube heating units and associated components. c. Removal of gypsum wall board construction as delineated within the construction drawings and as required to complete the scope of the work. d. Removal of existing suspended acoustic panel ceiling systems as delineated within the construction drawings and as required to complete the scope of the work. e. Removal of existing sealants as delineated and required to accommodate the application of new sealants. f. Removal of existing louvers and grilles indicated to be removed and replaced. g. Repair, patching and preparation of existing wall surfaces as required to accommodate the proposed construction, and as required to accept the specified finishes. h. Removal and relocation of existing electrical systems indicated and required for the performance of the proposed work. i. Removal and disposal of any and all abandoned or unused conduit, raceway and piping. Scope of the work shall further include the removal of all associated fasteners and anchors, patching of penetrations, and touch-up paint of patched construction. j. Primary electrical service disconnects, coordination with the local utility company. k. Cutting and patching of existing concrete and asphalt paved surfaces as required to accommodate the installation of new generator, transfer switch and support services. l. Removal and relocation of existing electrical, plumbing, and mechanical systems indicated and as may be required for the performance of the proposed work. m. Cleaning of the site. It shall be the responsibility of the contractor to completely clear the work area of ALL demolition debris. Cleaning of the site shall take place on a daily basis, with all construction and demolition debris, trash receptacles and containers removed from the from the site each day. n. Notify the Owner and Architect in the event that hazardous materials are encountered during demolition operations, comply with applicable regulations, laws, and ordinances concerning removal, handling and protection against exposure or environmental pollution. o. Protection of all existing improvements to remain, and not specifically designated for demolition. Damage to existing buildings, grounds and improvements resulting from the work of this contract shall be repaired and restored at no expense to the Owner. p. Protection of the project site, including but not limited to the installation of barriers and guards as required to protect staff and visitors to the site. 2. Supply and installation of the mechanical systems indicated and scheduled, including, but not limited to two new condensing boilers, New DX/hydronic heat fan coil units, new exhaust fans. 3. Warranties on all equipment as specified. 4. Integration of the new BAS with the Owner's extended Johnson Control Facility Explorer FX-80 Supervisory, WEB based front end to meet the existing standard, as detailed within specification section 230900, "INSTRUMENTATION AND CONTROL FOR HVAC". 5. Supply and installation of new emergency generator, transfer switch and associated equipment. The scope of the work shall include alterations to existing electrical service as required to accommodate new generator. 6. Supply and installation of new concrete pad required for the new emergency generator. 7. Supply and installation of steel roof frames and supports as required to accommodate the proposed mechanical construction. Note that the conditions vary at each area and are to be field verified. 8. Cutting and patching of steel roof deck as required to accommodate the proposed mechanical construction, including installation of new steel roof deck. 9. Roofing work, including the following a. Removal and disposal of the existing EPDM roofing, roof insulation, roof trim and accessories. b. Protection and modification of existing flashings and accessories required to remain. c. Preparation of existing roofing substrates and structures as required to receive new roofing materials, including, but not limited to any replacement flashing, and roofing trim. d. Supply and installation of a new black 90 mil unreinforced EPDM single ply membrane (Firestone, Carlisle, or equal) installed over new recovery board to be installed over existing / replaced flat and tapered insulation. e. Installation of new polyisocyanurate roofing insulation as indicated and scheduled. f. Protection of existing building finishes outside the scope of this contract indicated to remain, and adjacent walls finishes. g. Restoration of any building finishes outside the scope of this contract indicated to remain, and adjacent areas of the Owner's site damaged as a result of the work of this contract. h. Extreme care shall be taken by the Contractor during installation of roofing systems to avoid any penetrations of conduit or equipment attached to deck system. The contractor shall survey the underside of the roof deck, including those areas above suspended acoustic panel ceilings, of roof areas scheduled for replacement, and shall verify the location of existing utilities, wiring, conduits and piping secured to the underside of the roof deck. i. Supply of the manufacturer's total roofing system warranty, with 100 MPH wind speed rider and 90-mil Hail/Puncture Coverage. 10. Supply and installation of new gas piping required for the new emergency generator and transfer switch. 11. Supply and installation of a new 6' high enclosure fence at the proposed generator (as included within the scope of an alternate). 12. Supply and installation of concrete filled metal bollards at the site of the new generator. 13. Supply and installation of new louvers and grilles. 14. Restoration of existing penetrations, flashings, and accessories as delineated and as required to accommodate roof penetrations for the proposed mechanical and electrical systems. 15. Application of new joint sealant systems specified and delineated within the Contract Documents. 16. Supply and installation of fire-rated assemblies, dampers and sealants indicated and required to maintain existing fire rating. 17. Restoration and repair of damaged or altered wall surfaces, including touch-up of metal surfaces. The scope of this work shall include, but is not limited to gypsum wall board wall, soffit and ceiling finishes and non-structural framing, suspended ceiling systems and finished floor systems. 18. Restoration of existing paving, curbing, sidewalks and other improvements disturbed by the work of this contract. 19. Removal and restoration interior finishes as necessary to accommodate the proposed scope of work. 20. Crane Services as required to remove the existing generator and set the new generator. Crane operations .are to be coordinated with the Owner's use of the Building. 21. Electrical Work, including, but not limited to electrical demolition and relocation, and supply and installation of new electrical services shown and required for a complete operating system. 22. Warranties as specified. 23. Temporary services specified and required. 24. Electrical work, including, but not limited to Electrical & fire detection, Electrical Demolition, Electrical service and fire alarm interconnections. The scope of the contract shall further include the relocation of existing lighting fixtures, fire alarm devices, IT and communications systems as required to accommodate the renovations proposed. (Bid bond and consent of surety required) Question Deadline 01/18/2024 at 11:00 AM ET Same as solicitation deadline. Base bid - award will be based on base bid only to the lowest responsible and responsive bidder. The county reserves the right to not the award base bid or any of the alternates Substantial completion shall occur no later than Two-Hundred Thirty-Eight (238) consecutive calendar days after the issuance of a notice to proceed/execution of the contract. Final completion and close out shall occur no later than Two-Hundred Sixty-Eight (268) consecutive calendar days after issuance of a notice to proceed/execution of the contract. It is the bidder's responsibility to complete the work in accordance with the specified schedule and in accordance with all the terms, conditions and requirements set forth herein. The County will apply liquidated damages of $500 (Five Hundred Dollars) per consecutive calendar day for any contract work that does not comply with the project deadline. Certified Check, Cashier's Check or Bid Bond must be not less than ten (10%) percent of the total amount of the bid, except that no check or bid bond shall be for more than $20,000.00 and made payable to the Atlantic County Treasurer which the undersigned agrees is to be forfeited as liquidated damages and not a penalty if the Contract is awarded to the undersigned and the undersigned shall fail to execute the Contract for the project or furnish the required bond. Otherwise, said deposit shall be returned to the undersigned.
