Demolition, site work, paving and new construction of a civil project in Anahuac, Texas. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

The Work in this project includes mobilization to the site for construction to remove the existing wooden bridge structure and roadway on Oak Street in Anahuac, Texas. The proposed construction includes installation of a prestressed concrete slab beam bridge and associated improvements. The work also includes slope stabilization, storm water pollution prevention plan and traffic control within the immediate area. This section describes the project in general and provides an overview of the extent of the work to be performed by the CONTRACTOR. Detailed requirements and extent of work is stated in the applicable Specification sections and shown on the Plans. CONTRACTOR shall, except as otherwise specifically stated herein or in any applicable part of these Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, and other facilities and services necessary for proper execution, testing, and completion of the work. The proposed construction includes installation of prestressed concrete slab beam bridge and associated improvements. The work also includes slope stabilization, storm water pollution prevention plan and traffic control within the immediate area. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to Chambers County, TX or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. All bids must have a notarized non-collusion affidavit or the bid will not be accepted. Bids are invited for the proposed scope of work including; mobilization to the site for construction to remove the existing wooden bridge structure and roadway on Oak Street in Anahuac, TX. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Chambers County, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Chambers County, TX for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Chambers County, TX reserves the right to reject any or all bids or to waive any informalities in the bidding. The Commisioners Court may award the bid that presents the best value for the County pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the County, the Commisioners Court shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the County to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and (8) the contractor's past relationship with the County. All contractors/subcontractors who's System forAward Management (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
