Renovation of a municipal facility in Jersey City, New Jersey. Completed plans call for the renovation of a municipal facility.

Sealed bids for the William J. Brennan Courthouse Building Envelope Restoration, HC File #3388 Bids delivered by hand or mail as further described in the specifications. Bids may be submitted prior to the deadline to the address listed above during normal working hours (Mon-Friday 8am-4pm). Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jerseys Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction pursuant to N.J.S.A. 40A:11-1 et seq. Pursuant to N.J.S.A. 40A:11-1 et seq, in order to be eligible to submit a Bid for the Project, the Bidder shall be classified by the New Jersey Department of Treasury, Division of Property Management and Construction in the following disciplines: (C024) Historic Restoration, and the Bidder shall be classified by the New Jersey Department of Treasury, Division of Property Management and Construction in at least one of the following disciplines: (C008) General Construction (C009) General Construction/Alter. & Additions. Bidders shall submit a N.J. Business Registration, Certificate of Prequalification/Classification from the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) and an Affidavit as to the Total Amount of Uncompleted Contracts for the general contractor. Bidders are required to comply with the Public Works Contractor Registration Act, Chapter 238, Public Laws (N.J.S.A. 34:11-56.50 et. seq.), and be required to submit with the bid, evidence of contractor and subcontractor registration with the New Jersey Department of Labor, Division of Wage and Hour Compliance. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq., N.J.A.C. 6:4-1.6, and N.J.A.C. 17:27. Each bid must be accompanied by (a) a cashiers check, certified check or bid bond payable to the County of Hudson in the sum equal to 5% five percent of the bid,; (b) a certificate from a surety company authorized to do business in New Jersey, rated A or better by A.M. Best, that such company will provide the bidder with a Performance Bond or Bonds called for in the specifications; (c) a statement of ownership disclosure form; (d) a list of subcontractors; and, (e) bid forms with an acknowledgement of receipt of Addenda. Bidders shall refer to the Specifications Checklist for a complete listing of required forms all forms marked required shall be properly executed and included with the bid. The work to be performed under this bid must be paid at rates that comply with the Prevailing Wage rates promulgated by the New Jersey Department of Labor and Industry for this Project, but in any case must also comply with applicable Davis Bacon Act and any other Federal Regulations establishing a minimum rate. Attention of bidders is called to the existence of statutes and regulations relative to the safety of workmen, hours of labor, workmans compensation insurance, preference for and prohibition of certain types of labor, anti-discrimination against labor, and other particular statutes and regulations affecting the proposed public work together with regulations, rules and ordinances of the municipality in which the work is to be done. This Project is subject to a Project Labor Agreement. Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27. Withdrawal of a bid shall be in accordance with N.J.S.A. 40A: 11-23.3. Hudson County reserves the right to reject any and all bids and to waive any immaterial defect in the bids as permitted by law. The acceptance of any bid by the County is contingent upon the Director of Finance & Administrations certification that the funds are available. Questions are to be submitted in writing via email only no later than February 7, 2024, by 3:00 p.m. to Christine Moro, Purchasing Agent at questions.purchasing@hcnj.us. No further questions will be accepted after this time. Answers will be posted before the end of business on February 1, 2024.
