POINT OF CONTACT: Catherine Hansen, Contract Specialist, Catherine.a.hansen@usace.army.mil PROJECT INFORMATION The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of performing construction services described below. In February 2015 the Southwestern Illinois Flood Prevention District Council passed a Resolution Expressing the Official Intent to Restore the Federally Authorized Level of Mississippi Flood River Protection in the Metro-East. This resolution is meant to achieve flood protection beyond the base flood elevation as defined by FEMA (100-year flood). The Authorized Level of Protection for the East St. Louis, Illinois Flood Protection Project (MESD & Chain of Rocks Levee System) is defined as a flood reaching 52 feet on the Mississippi River gage at St. Louis with an additional 2 feet of free board (often referred to as 52+2). This project, Bid Package 14, is part of the effort to restore the Authorized Level of protection to the MESD Levee System. The contract is anticipated to be a Firm-Fixed- Price, stand-alone, Construction contract using Sealed Bidding / Invitation for Bid (IFB), with award to the responsible bidder whose bid, conforming to the IFB, will be most advantageous to the Government, considering only price and the price-related factors. The anticipated period of performance for this project is 12 months. NAICS CODE: 237990 - Other Heavy and Civil Engineering Construction SIZE STANDARD: $45M CONTRACT ESTIMATED RANGE: Between $1,000,000 and $5,000,000 PROJECT DESCRIPTION Bid Package 14B is a proposed filter blanket to be constructed at the toe of the landside levee located on the left descending bank of the Mississippi River near the village of Brooklyn, Illinois. The purpose of this project is to provide remediation for underseepage design deficiencies on the MESD levee system. The key project feature is a filter blanket approximately 1600' in length (Sta. 961+00 to 977+00) and 300' wide. The filter blanket has been designed with 4 stages: 1. 12" well graded sand and gravel 2. 18" well graded sand and gravel (coarser gradation than layer #1) 3. 6" well graded fine to coarse sand and gravel 4. Min 6" fill placed to allow positive drainage and capped with 6" of top soil 3' of riprap will also be placed at the toe of the filter and extensions will be added to the I-70 bridge scupper drains. Existing piezometers will be removed and new piezometers will be installed The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
