The Agency is seeking proposals fromqualified, licensed and insured entities to provide the following detailed services listed herein: Multiple Agencies. Awards ensuing from this RFP may be made by either the Portland Housing Authority (PHA) or the Portland Housing Development Corporation (PHDC). Herein, whenever the term "Agency" is utilized, such may refer to either agency or both agencies. If the PHA Agency forms any additional instrumentalities or corporations, those groups will also be eligible to utilize and award pursuant to this RFP. Background and Project Summary. Portland Housing Authority (PHA), a Maine Public Housing Authority, provides low-rent public housing in Portland, Maine, and the Portland Housing Development Corporation (PHDC, an affiliate of PHA) or its assigns (collectively, the "Agency") are seeking a qualified Construction Manager Services for the renovation of an existing 8,400 SF Wood Framed Community Center. The scope of work includes: Exterior envelope improvements at both exterior walls and attic, to include structural roof framing, reinforcementin required; upgrade or replacement of mechanical system (TBS Based on Preliminary cost comparison of options), including addition of ventilation throughout the building, and potentially the addition of an exterior generator to establish the building as a heating and cooling center; and reconfiguration of spaces to serve new program needs (with aim of staying below the threshold of IEBC 2015 Alterations Level 2). Existing sprinkler, fire alarm, and smoke detection systems will be modified as required for new program layouts. Site work will be limited to as needed to support specific program needs, and as required to ensure accessible routeswhere necessary. Sprinkler scope will be design-build. For the purpose of the proposal, Construction Manager candidates shall assume the contract Will Not include a shared savings component and May include liquidated damages estimated to be in excess of $1,000 per day while the project is not substantially complete and available for occupancy beginning 30 days following the stipulated completion date. Preconstruction services start: TBD - 2/16/2024 anticipated contract date. Design Meeting to start after contact is signed. Construction Period: 9-10 months
