Under this Request for Proposals ("RFP"), the City of Glendale ("City")- on behalf of its Public Works Department - is soliciting Proposals from suitably qualified firm ("Contractor") to provide parking operation and property management services ("Services") for four (4) City owned parking facilities ("Structure"). 1. Exchange Parking Structure, 115 North Artsakh Avenue 2. Civic Center Parking Structure, 650 East Wilson Avenue 3. Marketplace Parking Structure, 120 South Artsakh Avenue 4. Orange Street Parking Structure, 222 North Orange Street The Services described in this RFP and in the proposed Contract are for a period of five (5) years (initial term), beginning on the Effective Date and ending five (5) years from the Effective Date. The City will have the sole option to renew the Contractors Contract one (1) time for a period of two (2) year[s] (Renewal Term). Exercise of the renewal option is at the sole discretion of the Director of Public Works and requires the City Managers written approval. The Services described in this RFP and in the proposed Contract continue in effect until the Contractor completes them to the Citys satisfaction. Within ten (10) calendar days after notice of selection, the successful Proposer will be required to furnish, at Proposers own expense (not as a cost incurred in the contract), a Performance Bond, in an amount equal to twenty-five percent (25%) of the annual dollar value of the maximum cost of the contract, in the form provided by CITY. The bonds shall be unconditional and either remain in force or be renewed annually during the entire term of the Agreement and shall be null and void only if CONTRACTOR promptly and faithfully performs all terms and conditions of the Agreement For any individual task that costs $25,0000 or more and involves the erection, construction, alteration, repair, or improvement of any City structure, building, road, or other City improvement of any kind, the successful Proposer must obtain and furnish a Payment Bond in accordance with California Public Contract Code 7103, using the form attached to the RFP in amount equal to 100% of the total task price. See Exhibit 3 (Payment Bond Requirements and Form[s]) for additional requirements and the Bond form[s]. Broadway, Room 204 Glendale, CA 91206 The City must receive the Proposal. A Proposal received after this date and time will be considered non-responsive and the City will return the Proposal, unopened. If a Proposer has any question about this RFP, the proposed Contract, or the Scope of Services- or if a Proposer finds any error, inconsistency, or ambiguity in the RFP, or the proposed Contract, or both- the Proposer must make a "Request for Clarification" before submitting its Proposal. The Proposer must submit a Request for Clarification in writing- by email- to: City of Glendale Public Works Department - Parking Services Attention: Tad Dombroski, Parking Manager 633 E. Broadway, Suite 205 Glendale, CA 91206-4388 Email: tdombroski@glendaleca.gov The City must receive the Request for Clarification on or before 4:00 p.m., P.T. January 18, 2024 . If necessary, the City will make clarifications, interpretations, corrections, or changes to the RFP, or the proposed Contract, or both, in writing by issuing Addenda, as described in Section II.F . A Proposer must not rely upon, and the City is not bound by, purported clarifications, interpretations, corrections, or changes to the RFP and the proposed Contract, that are made verbally or in a manner other than a written advisory from the City. This RFP and the proposal evaluation process do not: Obligate the City to accept or select any Proposal; or o Constitute an agreement by the City that it will actually enter into a Contract with any Proposer. When it best serves the City's interests, the City may do any one or more of the following: Reject any Proposal or all Proposals at its sole discretion. Extend the deadline for accepting Proposals. Accelerate the pace of the RFP process if only one or a handful of Proposals is received. Waive any or all information, defects, irregularities, or informalities in a Proposal. Accept amendments to Proposals after the Proposal Deadline. Revise, change, or amend the RFPs evaluation or selection criteria before the Proposal Deadline. Cancel, withdraw, revise, change, amend, or negotiate the terms of this RFP, the proposed Contract, or both. Reissue a Request for Proposals. Conduct one or more oral interviews. Visit a Proposers business or facilities. Examine financial records of a Proposer to the extent necessary to ensure financial stability. Make a partial award. Negotiate with one or more Proposers. Award a Contract to one or more Proposers. Require a best and final offer from one or more Proposers. Provide or perform the Services using a City officer or employee, or contact directly-without an RFP or bids for the Services. Last Day to Submit Requests for Clarifications Proposer: January 18, 2024 by 4:00 p.m. Response to Requests for Clarifications City: January 25, 2024 The purpose of this conference is to ensure that Proposers have adequate information to respond fully and comprehensively to the Citys requirements. During the conference, City staff will discuss with prospective Proposers the Services to be performed and answer questions arising from Proposers initial review of this RFP. Before the conference takes place, Proposers should review the RFP thoroughly and should be familiar with its content, as well as the Citys functional and technical requirements. A Proposer must submit five (5) printed Proposal documents in a sealed, clearly labeled envelope (or box) and one (1) digital copy, saved on a flash drive in searchable PDF format. A Proposal may be delivered by mail or in person. If the Proposal contains proprietary information as further outlined in Section IV.B, Proposer must additionally submit one printed Proposal document labeled Redacted copy and one Redacted digital copy saved on a flash drive in searchable PDF format which would be subject to release under the Public Records Act. The method of Contractor Selection has not been Determined at this time.
