Site work for a civil project in Concord, California. Conceptual plans call for site work for a water / sewer project; and bridge / tunnel.

Contra Costa Water District (CCWD) is issuing this request for proposals (RFP) to firms interested in providing professional engineering services for storm damage repair projects at various facilities throughout the Los Vaqueros Watershed located between the cities of Brentwood and Livermore in East Contra Costa County. One firm will be selected to provide engineering services for these projects. The Watershed consists of 18,500 acres of protected watershed land surrounding the 1,900-acre Los Vaqueros Reservoir. The reservoir stores up to 160,000 acre-feet of water for CCWD customers in central and eastern Contra Costa County. The Watershed and reservoir provide year-round public use opportunities for fishing, boating, hiking, and picnicking. The Watershed also provides critical wildlife habitat for many protected species, including the Alameda whipsnake, California tiger salamander, California red-legged frog and the San Joaquin kit fox. The winter storms of early 2023 caused damage at 274 documented locations throughout CCWDs service area. The Watershed alone contains over 130 of these damaged sites. The projects included in this RFP cover the highest priority sites in the Watershed that CCWD has identified as needing repair based on the extent of the storm damage, the potential for additional infrastructure impacts, and the importance of the assets to CCWD, public, and other stakeholder interests. Professional services to support projects under this contract may include condition assessments, hydrologic studies, soil sampling, surveying, detailed design, and/or construction-phase services. Discipline expertise includes, but is not limited to, civil, structural, hydrologic, and geotechnical engineering, and surveying. The successful team will demonstrate in-house or subconsultant expertise in all these disciplines. Unless stated otherwise, it may be assumed that design documents prepared under this contract will be used in an invitation to bid for traditional design-bid-build contracting. Professional services will be executed through task orders that are based upon a mutually agreeable, project-specific scope of work, budget, and schedule. The Scope of Work identified in this RFP may result in proposed services in excess of available budget, in which case CCWD may elect to adjust the scope or increase funding and contract authority. Project implementation will require active involvement from various departments within CCWD. User Group meetings will be required at key milestones CCWD intends to apply for disaster aid from the Federal Emergency Management Agency (FEMA) for some or all of the projects described herein. The requirements for disaster aid include constructing all permanent repair projects within 3 years from the disaster declaration date of January 14, 2023. Select/Notify Consultants of Final Selection February 13, 2024 Complete Consultant Agreement Negotiations February 28, 2024 Board Award of Consultant Agreement March 20, 2024 The proposal, including cover letter and appendices, shall be in the form of a single PDF file, transmitted as an attachment to the email or via a link to where the file can be obtained. The email shall include a description of the file being transmitted, including pages of the proposal, size of the attachment, and file name. File size shall not exceed 10MB. The subject of the email shall clearly indicate the RFP title (2023 Storm Damage Repair Projects) and deadline. Proposal and cost information shall be submitted separately . Potential projects for task orders under this contract include the following: Culvert 24 - Final Design : Winter storms in early 2023 caused damage to Culvert 24 - a 72-inch diameter corrugated metal pipe (CMP) that conveys flows from Kellogg Creek under Los Vaqueros Road in the southern portion of the Watershed. In addition, creek flows caused erosion and scour under and around the culvert inlet. The culvert damage along with an accumulation of debris led to creek overflows that damaged the downstream embankment and pavement along Los Vaqueros Road. Attachment 9 contains field assessment reports developed by Kleinfelder that describe the damage at this location. See field reports for the Culvert 24 and Los Vaqueros Road 2 sites - both sites comprise the overall Culvert 24 project. Due to the risk of further damage that may be caused during the 2023-2024 rainy season, CCWD completed temporary winterization improvements at this site in November 2023 that included the following actions: Clearing of debris and trimming the damaged portion of the culvert inlet to allow full flow; Fortifying the eroded slopes around the inlet with geotextile fabric and rip rap; Covering the eroded embankment along Los Vaqueros Road with polyethylene sheeting and adding rip rap along the toe of the embankment; Installing water-filled K-rail barriers along the shoulder of the road to hold down the polyethylene sheeting and keep vehicular loading away from the compromised embankment. Kleinfelder is also developing a preliminary design for the Culvert 24 permanent storm damage repairs. This effort includes the following activities: Hydrologic analysis to develop peak design flows and design criteria for a replacement culvert and associated appurtenances; Soils analysis to develop design criteria for a new retaining wall to repair the damaged embankment along Los Vaqueros Road; Limited surveying to map key existing features of the project site; Preliminary design figures of feasible alternatives for storm damage repair. The draft conceptual design report was received on December 8, 2023 and is currently being reviewed by CCWD. The report is included in Attachment 10. The selected team will prepare final design documents based on the final preliminary design prepared by Kleinfelder. For proposal purposes, firms can assume the final design shall include the following infrastructure as described in Attachment 10: Full replacement of the 72-inch diameter culvert with a larger 7-ft x 22-ft box culvert Wing walls for Inlet and outlet protection/bank stabilization Engineered fill and road replacement over the culvert Soldier pile retaining wall (approximate wall length is 190 feet) Los Vaqueros Ponds - Preliminary and Final Design: CCWD is obligated to maintain a total of 85 stock ponds and semi-permanent and alkali marshes within the Watershed. These maintained ponds include 48 non-key stock ponds, 18 key stock ponds, 13 semipermanent wetlands, 5 alkali marshes, and the Mortero Wetlands Complex. Winter storms in early 2023 caused damage to a number of these ponds. CCWD has identified 5 high-priority ponds (D2, D5, H6, K3, and M1) for repair in this RFP, all of which provide critical habitat for various sensitive species. Attachment 9 contains field assessment reports developed by Kleinfelder that describe the damage at these 5 ponds sites. In general, the damage at all 5 ponds consists of earthen levee/dam breaches that need to be repaired. The outlet structures at these ponds vary between overflow pipes and earthen spillways. These may also need to be evaluated and modified as part of the design. The selected firm will prepare a preliminary design report (PDR) and detailed design documents for bid and construction. For proposal purposes, firms can assume that one bid package will be developed for pond repairs. Buckeye Road - Preliminary and Final Design : Buckeye Road is a dirt and gravel service road located on the east side of the Watershed. The road is currently used by CCWD staff to access various ponds and other facilities and is also used by stakeholder entities including Pacific Gas & Electric (PG&E) and Crimson Midstream that have pipeline easements through the Watershed. Winter storms in early 2023 caused damage to a number of locations along Buckeye Road. Attachment 9 contains field assessment reports developed by Kleinfelder that describe the damage at 6 separate sites. In general, the damage includes slides on both upslope and downslope sides of the road, with some damage encroaching onto the road itself. Some of the damage occurred at previously repaired sites. The selected firm will prepare a PDR to recommend a repair design and detailed design documents for bid and construction. For proposal purposes, firms can assume Buckeye Road Sites 2, 3, and 6 will be repaired, with the option of adding Sites 4 and 5 if existing conditions worsen. Firms can also assume that one bid package will be developed for Buckeye Road repairs The method of Contractor Selection has not been Determined at this time.
