The City of Bismarck Public Works Department requests written qualifications from professional engineering firms for engineering services required to complete the following: Provide analysis, design, construction and technical support services for operation and maintenance activities for the Water and Wastewater Treatment Plants, Water Distribution, Wastewater Collection and Storm Water Collection systems. Work can include repair or replacement of existing equipment and evaluation of treatment and conveyance processes. It is anticipated the following work will be included in the contracts awarded as a result of this request: Periodic working sessions with City staff to review potential projects and evaluate potential solutions. On an as-requested basis, provide services including evaluation of treatment and conveyance processes, design and preparation of bidding documents and bidding support. Provide construction support services including contract administration, survey support, construction observation, project close out, as-built drawing preparation, and warranty support. Work will be assigned on an as-requested basis at a negotiated yearly rate schedule. This selection is for analysis and design services for three years of the contract date, with additional time for the completion of construction and close out of any projects designed under the agreement. The proposed agreement may be renewed for up to an additional two-year period for project design on the agreement of both parties. The engineering selection process will be completed in accordance with established City of Bismarck procedures. Written proposals shall address the firm's ability to perform the necessary services in a timely manner. Written proposals shall be limited to a maximum of 20 single-sided or 10 double-sided pages on standard letter (8-1/2x11) paper. The primary consideration items will be, but not limited to, the firm's: Technical capabilities Experience and performance records Understanding of project and proposed work approach Knowledge of regulations and local conditions Project personnel assignments and qualifications Ability to respond in a timely manner The selection of firms will be based on an evaluation of the written proposals. A selection committee may interview selected firms and may recommend multiple firms to enter into contracts with. An engineering agreement, including price schedule, will be negotiated with the selected firms for approval by the Board of City Commissioners.
