Site work and paving for a mixed-use development in Wenatchee, Washington. Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Hale Park is a 4.97-acre property, acquired by the City of Wenatchee in 2013. It is located at 720 South Worthen Street in Wenatchee. The property is nestled between the 10-mile long, Apple Capital Recreational Loop Trail, Columbia River, Burlington Northern Railroad tracks, and private property. The first phase of the park was constructed in 2017, the skate park in 2019, and the second phase was completed in 2021. The park currently features a parking area, dog off-leash area, fences, a skate park, walkways, picnic shelter, restrooms, children's play area, landscaping, and utilities. The Phase Three project will occur in the area along the riverbank starting adjacent to the parking lot on the north end, and extend to the south, beyond the end of the off-leash area. A location map and aerial photo are contained in Exhibit A for reference. Additional site photos are available and a tour of the site may also be arranged if desired. The goals of the project are to prepare a landscape restoration plan that addresses the removal of invasive plants; create a shoreline stabilization plan that addresses and mitigates man-made and natural erosion issues, and provide measures to reduce the potential for grading activities to occur in the future; create a planting plan to enhance habitat while following Crime Prevention Through Environmental Design (CPTED) principles; prepare a construction cost estimate and any required geotech and biological reports for project permitting. The total estimated project budget is $45,000. The preliminary project Scope of Work generally includes the following, albeit additional tasks may be identified during contract development: Scoping and Coordination Meeting(s) - This task includes scoping meetings with City staff on or off-site to discuss goals and objectives, scope of work, schedule, deliverables, level of detail, planning concepts, and evaluation procedures. The consultant shall propose project coordination meetings as considered necessary to complete the work. Landscape Architecture and Design Engineering -The consultant will be required to provide all landscaping, engineering design, and related services necessary and required to refine the existing project goals and develop the plans and documents necessary for the project to be constructed at a later date. This includes the preparation of construction plans and specifications and typically includes cross sections, demolition plan, grading plans and profile sheets, planting plans, technical specifications, project special provisions, and detailed cost estimates. Survey and Background information - Partial site surveys of the property were completed in 2019 and 2023 and are available. Phase One Environmental and Cultural Resources reports, JRPA and Shoreline permits prepared for the first two phases are available. Estimated Project Completion - July 31, 2024 The method of Contractor Selection has not been Determined at this time.
