** As of May 8, 2024 this project has been awarded to R.E. Schultz but no amount available.** Playground Design & Installation Services at Rotary Park, located at 1600 S. Divisadero Street, Visalia, CA. Interested Proposers must propose on all items included in the specifications. PROJECT COMPLETION: Contractor shall order playground equipment and shade structure within ten (10) days of receiving the Notice to Proceed and complete the project within forty-five (45) working days after equipment has been delivered. REQUIRED BONDS: Awarded Contractor shall be required to submit a Performance Bond in the amount of one hundred percent (100%) of the agreement, as surety condition for the full, complete and faithful performance of the agreement. In addition, Awarded Contractor shall be required to furnish a Labor and Materials Bond in the amount of one hundred percent (100%) of the agreement if subcontractors are proposed to be used to complete this project. LICENSE REQUIREMENTS: No bid will be accepted from a Contractor who is not duly licensed in accordance with the provisions of Chapter 9, Division III of the State of California Business and Professions Code and has a current Class D34 Contractor's license (minimum). See Section III for additional Department of Industrial Relations Requirements applicable to this project. PROJECT BUDGET/ENGINEER'S ESTIMATE: The City of Visalia does not provide an Engineer's Estimate, however the total approved budget for this project is approximately $200,000 which is an estimate of the total project delivery costs. This project is supported, in whole or in part, by federal award number SLFRP2005, awarded to City of Visalia by the U.S. Department of the Treasury. Federal Funds being utilized for this project are American Rescue Plan Act Funds (ARPA). Proposals are required for the entire work. Questions must be received by 4:00 p.m. on Thursday, January 25, 2024. PUBLIC WORKS CONTRACT: Notice is hereby given that this is a Public Works Project. Bidders/Contractors must be registered with the California Department of Industrial Relations (DIR). In addition, contractors and subcontractors must be currently registered and qualified to perform public work pursuant to CLC section 1725.5 to be qualified to bid, be listed n a bid proposal, or perform any public work for the City. Proof of registration for each contractor and subcontractor is required to bid Contractor must comply with all State and Federal regulations applicable to this contract, including prevailing wages. Prevailing wages paid shall be the higher of the two agencies (State & Federal). Awarded Contractor will be required to furnish electronic payroll records for project to the Labor Commissioner. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. THE CITY HEREBY AFFIRMATIVELY ENSURES that Minority Business Enterprises and Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit proposals in response to this notice. Individuals and/or entities submitting bids/proposals to the City of Visalia will not be discriminated against on the basis of race, religious creed, color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status, gender, gender identity or expression, age, sexual orientation, or military and veteran status in any consideration leading to the award of contract. The right is reserved by the City of Visalia to reject any or all proposals, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves the interests of said City. Rotary Park Playground Design Work is to include: o The demolition and removal of the existing playground structure. o Design of a 5 to 12 age-appropriate play system within the constructed play area boundaries, with minimal to no alterations to existing concrete curbs, equipment footings, landing mats. o Design of a free-standing sail type shade structure to provide maximum coverage over entire playground structure. o A minimum of twelve (12) inches of wood fiber fall zone material installed. o Installation of all playground equipment and shade structure. o Certified safety inspection of completed playground structure. This project will be the final turnkey step in completing the overall Rotary Park Playground Replacement Project. Playground Suppliers shall submit a maximum of (2) two designs per age-appropriate playground. The budget for this project is $200,000.
