Closing Time: 3:00 PM (NT) ** Please note that there has been 2 addendum issued for this project. ** Question Deadline: 02/06/2024 at 3:00 PM NT The Project aims to provide modern correctional services to GNL through the development of a new facility, and will enhance and expand the scope of correctional services currently available in the province. The Authority anticipates that the facility constructed to replace HMP will have a Net Building Area of between 10,000 and 11,000 m2, and approximately 280 resident beds (the Facility). The Facility will also accommodate special-purpose beds, resident programs, recreation facilities, health services, and support staff facilities, among other features. Further details of the Facility, such as the specific requirements for special-purpose beds and resident programs, will be finalized during the development of the RFP and Project Agreement. The Project site will be made available by the Authority and is to be located in St. John's, Newfoundland and Labrador. The site and the Facility will be owned by the Authority for the duration of the term of the Project. Further information on the site is provided in Section 2.4 of the RFQ. The Project will include the design, build, financing, and maintenance ("DBFM") of the Facility. It is anticipated that a private sector partner will be responsible for all aspects of design and construction of the Facility, including: Obtaining Necessary Permits, Approvals, and Authorizations; The Necessary Site Preparation Required to Accommodate the Project; All Design and Construction Obligations; and Testing and Commissioning. The Maintenance Services Provided by the Private Partner Would Include the Maintenance of the Buildings, Physical Systems Such as the Heating/cooling Plants, Building Envelope and Physical Infrastructure, as Well as a Rehabilitation Scope Including Major Rehabilitation Prior to Handover Toward the End of the Operational Term. The Operational Term is Anticipated to Be 30 Years. The Rfp Specifications Would Detail Hand-back Conditions Consistent With the Expectations of the Authority for a Corrections Facility at the End of the Operational Term. Facility Services That Include Resident Programs, Such as Food Services and Laundry, Are Currently Intended to Be Delivered/managed by the Authority. Other Facility Services With Resident Programming, The maintenance services provided by the Private Partner would include the maintenance of the buildings, physical systems such as the heating/cooling plants, building envelope and physical infrastructure, as well as a rehabilitation scope including major rehabilitation prior to handover toward the end of the operational term.
