This Request for Proposals ("RFP") is not a competitive bid based on price only. The RFP allows the Town to select the Planning Firm which best meets the needs of the Town, taking into consideration qualifications, price, and service capabilities and other factors relevant to the Town's policies, programs, administrative resources, and budget. The purpose of the RFP is to solicit sealed proposals to establish a contract through competitive negotiations for Professional Planning Services to update the existing comprehensive plan for the Town of Red River. The existing plan was adopted on 1/22/2013 Town of Red River is a town of approximately 594 people that is located in the mountains of northern New Mexico. The Town is located in a very narrow valley and has little available land. The Town swells with visitors during the winter ski season and the summer outdoor sports season. Due to this fact, tourism comprises the bulk of the Town's economy. Request for Proposal for Professional Planning Services. The primary objective of this plan is to identify how the Town can improve the quality of life and provide varied economic opportunities for its citizens. The Town requires the plan to update each of the following elements: Community Profile, Land Use, Economic Development, Infrastructure, Transportation, Housing, Community Services, and Hazards Mitigation. Please see attached Exhibit B for details of required elements. In addition to the required elements the Town wants the plan to include a plan for going green and a LEDA component under the Economic Development element. The going green plan should include recycling, sustainable energy, green building standards, stream rehabilitation, erosion control. The infrastructure should include GIS mapping of the towns current infrastructure along with identifying the critical infrastructure needs of the community. The plan should provide mapping for the following areas: Existing and planned land use, historic overlays, growth management and annexation priorities, roads, and utilities The plan should provide the Town's governing body with a vision that can be used to implement policies and procedures that fulfill its citizens' needs and desires. Therefore, the plan should be realistic and achievable with the resources available to the Town Public involvement in the planning process is required. Each proposal must include a detail list of the services to be provided for each of the required elements of the plan and a timeline for completion of the project. The comprehensive plan must be completed in its entirety by this date and available for the Town Council to approve. The Town has obligations for reporting and justification for reimbursement of funds provided for the project. The selected firm must commit to work closely with the Town Council, the Town's Planning Committee and Town staff to provide a comprehensive plan that reflects the community as a whole. The final plan will be provided in both hard copy and digital formats TERM: An agreement for the period not to exceed one (1) year, starting with the effective date of the Agreement. This procurement will result in a contractual agreement between two parties; the procurement may ONLY be used by those two parties exclusively. Deadline to submit Written Questions Potential Offerors January 10, 2024 Response to Written Questions Procurement Manager January 12, 2024 Potential Offerors may submit written questions to the Procurement Manager as to the intent or clarity of this RFP until 3:00pm MST/MDT as indicated in Section II.A, Sequence of Events. All written questions must be addressed to the Procurement Manager as declared in Section I.D. Questions shall be clearly labeled and shall cite the Section(s) in the RFP or other document which form the basis of the question
