Such revisions and amendments, if any, shall be issued by addenda to this solicitation. Copies of such addenda shall be posted via PlanetBids and a notification sent to all prospective Bidders of the IFB. In the event that an addendum sets forth material changes, additions or deletions is issued when there is seventy-two (72) hours or less to the bid opening date and, pursuant to Public Contract Code section 4104.5., SJRRC will extend the bid opening date by no less than three (3) business days. Clarification notices that do not significantly impact the Bidders ability to submit a bid shall not result in an extension of the bid opening date. The Construction of the Lathrop Wye Box Culvert would consist of a double-barrel reinforced cast-inplace concrete box culvert. The Lathrop Wye Box Culvert functions as an irrigation drainage ditch for farms receiving SSJID irrigation water and as a storm drain for approximately 10,210 acres of land in south Manteca and several regional municipalities. The culvert crossing is needed to support new wye connection tracks, which will curve over a portion of the canal. The tracks will be constructed as a part of a future, separate project. The double-barrel concrete box culvert would have dimensions approximately 384 feet long, 30 feet wide, and 11 feet tall. Concrete wing walls and an apron would be constructed at the culvert's inlet and outlet. In addition, riprap and rock slope protection would be placed around both ends of the culvert to protect canal slopes and soil from erosion attributable to concentrated runoff. It is anticipated that all earthwork could be conducted with most equipment staged on the bank rather than be placed in the dewatered canal. Temporary shoring or sloping of banks along the canal would be required during culvert construction to prevent bank failure The culvert work area would need to be isolated and dewatered prior to construction. In addition, culvert construction would require a temporary water diversion system so that the construction area can be dewatered without disrupting irrigation and stormwater drainage. A temporary bypass line would be installed to divert water around the culvert work area, likely to the east of the canal away from the existing railroad tracks. A temporary bypass pump would be installed upstream of the southern cofferdam to pump water out of the canal and around the work area, which would then outfall north of the downstream cofferdam. Erosion protection would be placed at the temporary outfall location. The temporary bypass pumping plan would be approved by SSJID prior to construction and would include information on the cofferdam design, pump calculations, and pipe design SJRRC reserves the right to waive any informality or irregularity and to reject any and all bids CONTRACTOR'S LICENSE: Contractor shall possess an A and/or or B California Contractor's license, valid and in good standing, at the time of award of the Contract.
