The selected Consultant Team must be led by a Civil Engineer and shall demonstrate a solid track record of successfully completing final design and construction documents, submitting permit applications, and obtaining permits for the development of public Right of Way. The Consultant will assure the design is in full compliance with all applicable state and local rules, laws, accessibility standards, regulations, and guidelines, and will work consistently to achieve a cooperative effort between City staff, representatives from other public agencies, and the public being served. The consultant shall coordinate with various community stakeholders to communicate the intent of the project and design. Coordination with the neighborhood stakeholders such as HOAs, NAC, BPAC, Golden Mile Alliance etc. for further public outreach will be necessary to communicate the intent of the project. The work is intended to stay within the pavement limits, so the work should entirely be in the public right-of-way. In addition, design should aim to reduce the cost of the moving of any storm drains, utilities including overhead poles and provide a plan for these utilities. The design should also consider removal of the existing traffic signal at the Key Parkway intersection and terminating any utilities, as applicable. The City of Frederick will enter into an agreement with the Consultant to perform activities as outlined in this RFP. Under this agreement, the actual scope of work may be more fully developed under a cooperative effort between the selected Consultant and the City.
