BACKGROUND A. The City of Richmond's (the "City") Department of Public Utilities ("DPU") operatesfive(5) utilities including natural gas, water, wastewater, stormwater, and electric street lighting. DPU serves more than 500,000 residential and commercial customers in the Richmond and surrounding metropolitan region. B. DPU operates the Water Works in compliance with an operating permit from the Virginia Department of Health. The Water Works consists of a conventional surface WaterTreatment Plant rated for 132 MGD and a Water Transmission and Distribution System serving retail customers in the City of Richmond and providing wholesale water to Henrico, Chesterfield, and Hanover Counties. C. Also, DPU operates the Wastewater Treatment Works in compliance with the Virginia Pollutant Discharge Elimination System Permit number VA0063177 and the State Water Control Board Enforcement Action Special Order by Consent issued to the City. The Treatment Works consists of a sanitary sewer and combined sewer collection system, in-line and off-line retention facilities, sanitary and combined sewage pumping stations, and a large wastewater treatment plant discharging treated effluent to the James River (45 MGD dry weather flow and 75 MGD wet weather flow) and land applying Class B biosolids through a third party vendor. D. In order to properly operate the Water and Wastewater Treatment Works in accordancewith regulatory requirements, the pumps, blowers, and gearboxes for various equipment must all be working properly. Therefore, the City of Richmond is accepting bids for Annual Pump, Blower, and Gearbox Maintenance and Repair Services to be utilized for Water Works, Wastewater Treatment Works, and others as required. STATEMENT OF WORK The Contractor shall furnish all labor, supervision, tools and any other equipment as necessary to provide the goods and services to the City. CITY REQUIREMENTS A.Scope of Work The scope of work to be performed under the resultant contract shall include the repairs of pumps, blowers, and gearboxes located at the City of Richmond, Department of Public Utilities (DPU) Wastewater Treatment Plant and Water Filtration Plant and other DPU facilities throughout the City. 1) In general, services consist of, but are not limited to the following: o Troubleshooting, testing, service and repair, or replacement of o existing pumps, gearboxes, and blowers o Removal and installation assistance with pumps, gearboxes, and blowers 2) Types of items covered under this contract include: o Centrifugal Water/Wastewater Pumps o Submersible Water/Wastewater Pumps o Vertical Turbine Water/Wastewater Pumps o Progressive Cavity Pumps o Rotary Lobe Pumps o Peristaltic Pumps o Chemical Metering Pumps o Gearboxes on pumps, blowers, mixers and other equipment o Positive Displacement Blowers o Centrifugal Blowers o Turbo Blowers General All work shall be scheduled through coordination with the City's plant managers, or a designated representative prior to the start of the repairs. All of the contractor's personnel shall comply with the Plant's security requirements. The contractor shall comply with all the requirements of OSHA in the performance of the required repairs. CONTRACT AWARD Contract award will be made to the responsive and responsible bidder(s) with the lowest hypothetical scenario price. The City reserves the right to conduct any test it may deem necessary to determine the responsibility of bidders. The City of Richmond also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City. These services are to be supplied on an "if and when needed" basis in accordance with requirements specified herein and based on prices submitted on this IFB. MINORITY BUSINESS ENTERPRISE / EMERGING SMALL BUSINESS PARTICIPATION The City has a commitment to the development of its minority and emerging small business communities. The City therefore encourages the use of minority business enterprises and emerging small businesses on all City contracts to the fullest extent reasonably possible. For this particular solicitation, it has been determined that minority business enterprise and emerging small business participation of _0_% is reasonably possible given the availability of minority business enterprises and emerging small businesses for the scope of work covered by this solicitation. The City's Office of Minority Business Development is available at 646-3985 as a resource in identifying local MBEs and ESBs. Bidders' assistance in helping the City achieve its priorities is greatly appreciated.
