REQUESTS FOR INFORMATION (RFIS) WILL ONLY BE ACCEPTED UP TO CLOSE OF BUSINESS, 5:00 p.m. on January 30, 2024. ANY RFI RECEIVED AFTER THIS DATE WILL NOT BE CONSIDERED. Scope of Work - The scope of this Contract consists of a blanket project for the removal and replacement of approximately 58,000 linear feet of existing 8-inch through 36-inch diameter gravity sewer mains on a full reach or point repair basis and removal and replacement of approximately 50,000 linear feet of sewer laterals and all other appurtenant and miscellaneous items and work for a complete, functional, and satisfactory installation. This is a non-exclusive contract, and as such, the Department does not guarantee that the full amount of the Contract will be issued to the Contractor. The actual number of Work Orders assigned will be the prerogative of the Department in its discretion and dependent only on its needs. The unit prices bid will be used for uniform comparison amongst the bidders and the bids will be evaluated based upon the lowest bid dollar amount. The Contract will be awarded for an aggregate amount of up to $10,000,000.00 for the initial two-year period. The Contract will terminate upon the depletion of the awarded amount or the expiration of the initial two-year period, whichever occurs first. The County Mayor or designee has the option to renew the contract for up to an additional two years, and a total aggregate amount of up to $10,000,000.00. The contract will include a price escalation clause, calculated as the lower of 5% or the CPI actual increase. Each renewal option will be for a one-year period and aggregate amount of up to $5,000,000.00. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid or reject bids and re-advertise at its sole option. Estimated Range of the Base Bid - $7,479,930.09 to $9,050,302.15 for the initial two-year Contract, not including contingency and dedicated allowances. Project Duration: The construction time is 730 days for the initial two-year contract, with two one-year options to renew at 365 days each, if exercised, for a total of 1,460 consecutive calendar days. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
