**As of February 23, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The City of Surprise Original Town Site (OTS) is the future home of the New Multigenerational Community Resource Center (MGCRC). The currently planned location of the new MGCRC sits directly underneath existing overhead APS primary power lines that service existing, operational facilities North and East of the new MGCRC, as well as atop an existing waterline that currently feeds both facilities. As such, this project is considered a Site Pre-Development project and includes all work necessary to eliminate the APS overhead primary power feeds and existing water infrastructure from the location of the new MGCRC Project and provide permanent electrical and water infrastructure capable of supporting the new MGCRC development and adjacent existing facilities. This project is funded, in whole or in part, with Federal Funds via Maricopa County and other sources. In addition, this project is supported by the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services (HHS) as part of an award totaling one million ($1,000,000) dollars with a zero (0%) percentage financed with non-governmental sources. Pursuant to provisions of the City Procurement Code, the City, and all referenced and applicable Federal Funding Guidelines, the City Procurement Division intends to establish a contract for Bids received for the OTS Pre-Development - Utilities & Street Light Project. Pursuant to the Contract Documents, the Major Components of this Project will be: 1. New Underground Power Pathways to the existing Electrical Service for the Hollyhock Pool Facility; 2. New Underground Power Pathways and APS-provided Transformer to the existing Electrical Service to Villanueva Recreation Center; 3. New Underground Power Pathways and APS-provided Transformer to the Future Electrical Service to the Future MGCRC; 4. Coordination with APS to convert the Overhead Powerlines on-site and on Santa Fe Drive to underground electrical service for the existing Hollyhock Pool, the existing Villanueva Recreation Center, and the Future MGCRC. 5. Provide Joint-Trench and Pathways for APS, Cox / Centurylink (Now "Lumen") Equipment Service, and potential other low voltage utility providers to existing Villanueva Recreation Center, & future MGCRC as shown in the Contract Documents. Contractor to fully coordinate this work with the Governing Utility Provider(s); 6. Replacement Fire Hydrant and its Fire Line feed/valves on Hollyhock Street; 7. New Domestic and Irrigation Waterline Feeds, Meters, and Backflow Preventors to Future MGCRC; and, 8. Street Lighting along Santa Fe Drive. 9. Removal and Replacement of existing concrete, asphalt, and other areas for the purposes of performing this scope, as identified in the Contract Documents.
