SCOPE OF WORK The City of Portland, PP&R is seeking proposals from individuals, firms, teams or consultants, hereafter called “Proposer(s),” with demonstrated experience in planning and design of skate parks and successful public spaces and urban plazas, and proposes to engage the successful Proposer for the following services, including, but not limited to: • Architecture and Urban Design • Skatepark Terrain Design • Landscape Architecture • Civil, Environmental, Traffic, Geotechnical, and Structural Engineering Design • Professional Land Surveying • Mechanical, Electrical and Lighting Design • Graphic Artist/Art Planning service • Arboricultural service • Cultural, and historic resource planning • Community engagement and communications • Planner - Land use review • Professional cost estimating • Other professional services as required to accomplish the scope of work as described in Part I, Section B of this QBS-RFP This project will result in the programming, design, and construction of approximately 35,000 square feet of an unused, vacant lot in Old Town into a vibrant, high functioning riverfront destination for pedestrians, skaters, and bikers in downtown Portland. Activation of the unused space would create a natural flow between classic downtown Portland attractions and add connectivity to the neighborhood, likely catalyzing additional development in the surrounding area. The unique location, layout and topographic nature of the park makes it an ideal site to incorporate both skateable terrain with surrounding pedestrian and plaza areas that will serve as an inclusive space for a range of users. PROJECT FUNDING The project is funded via: • Parks System Development Charges (SDCs) - $15M • Prosper Portland - $250K • City of Portland Office of Management & Finance (OMF) - $35K QBS-RFP CLARIFICATION Questions and requests for clarification regarding this Request for Proposal must be directed in writing, via email, to the person listed below. The deadline for submitting such questions/clarifications is seven (7) days prior to the proposal due date. An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the QBS-RFP if a substantive clarification is in order. REJECTION OF PROPOSALS – The City reserves the right to reject any or all responses to the Request for Proposal if found in the City’s best interest to do so. In the City’s discretion, litigation between the City and a Proposer may be cause for proposal rejection, regardless of when that litigation comes to the City’s attention and regardless how the Proposer’s proposal may have been scored. Proposals may also be rejected if they use subconsultants who are involved in litigation with the City. Proposers who are concerned about possible rejection on this basis should contact the City before submission of a proposal for a preliminary determination of whether its proposal will be rejected.
