The Public Works Department invites interested contractors to apply to be placed on the City of Laguna Hills' Qualified Contractors List for calendar year 2024 in accordance with the State of California Uniform Public Construction Cost Accounting Commission. The Qualified Contractors List is designed so contractors can receive a "Notice Inviting Bids" for informal projects under $200,000 in their work category per California Public Contract Code section 22032. Only qualified contractors will be notified and eligible to bid on these Informal Bid Projects per Public Code sections 22034. All trade categories are subject to Informal Bidding Procedures and the Qualified Contractor List requirement. Contractors must also be currently registered with the Department of Industrial Relations (DIR) and meet the requirements of Labor Code section 1725.5 to quality for any City project. Therefore, all contractors must provide a current and valid DIR registration number on their applications. Even if a contractor is placed on the Qualified Contractors List, the contractor cannot perform any work on any City project without a current and valid DIR registration. Contractor shall also furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 and in a format prescribed by the Labor Commissioner throughout any City project. By submitting an application to be included on the City's Qualified Contractors List, the contractor confirms it is in compliance with all applicable DIR regulations, Labor Codes, and has the capacity to maintain compliance through the calendar year and during any City project.
