Question Deadline 02/20/2024 at 12:00 AM ET NJ TRANSIT is requesting proposals from qualified firms to provide operations and maintenance services for the Hudson Bergen Light Rail system. All firms submitting proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting proposals from firms with the intention of awarding a contract to the firm whose proposal, conforming to the RFP that provides the best value to NJ TRANSIT, price and other factors considered. NJ TRANSIT will be hosting a virtual DBE Outreach event for this project. Details will be announced separately. NJ TRANSIT may not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this contract without a valid business registration certificate. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5- 31 et seq. and N.J.A.C. 17:27 et seq. regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the U.S. Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. A fifteen percent (15%) Race Conscious (RC) DBE goal has been assigned to this project. All proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds. Upon confirmation of your firm's RSVP, NJ TRANSIT will forward an invitation for the video conference. Attendance at the preproposal conference is highly recommended but not mandatory. Recipients of this RFP that do not attend may be at a disadvantage when submitting a Proposal. The preproposal conference will include a presentation that will be issued to all proposers via an addenda. Answers to any written questions provided at the conference will also be issued via an addenda. Contractors must bring and wear their own safety apparatus including hard hats, reflective vests and hard toed shoes/boots in order to go on the site visit. Unauthorized/unescorted entry onto the railroad right-of-way is strictly prohibited. Proposers are advised that attendance at both the pre-proposal conference and site visit is strongly recommended.
