The City of Auburn's Office of Planning and Economic Development is requesting proposals from agencies to deliver a Community Development Block Grant Home Repair Assistance Program. The City of Auburn Office of Planning and Economic Development (OPED) is responsible for the physical and long-range planning and community development that occur within the City. The office is involved in a variety of issues including housing, human services, public infrastructure, neighborhood stabilization, comprehensive planning, zoning, downtown revitalization, brownfield redevelopment, and historic preservation. The City is an entitlement community and receives Community Development Block Grant (CDBG) from the United States Department of Housing and Urban Development (HUD). The Community Development Block Grant is authorized under the Housing and Community Development Act of 1974. The purpose of the CDBG program is to develop viable urban communities by providing low to moderate income persons decent housing, suitable living environment and expanded economic opportunities, as well as improving parks, playgrounds, and public facilities. The City of Auburn completed, adopted and is implementing the CDBG 2020-2024 Five Year Consolidated Plan as well as subsequent Annual Action Plans for several Public Improvement projects and programs throughout the City of Auburn. The City of Auburn OPED is the lead for the City's CDBG funded projects and will be responsible for all aspects of the CDBG program administration, including fiscal oversight and management of any subrecipients. The City OPED is soliciting proposals for the delivery of a Home Repair Assistance Program (HRAP) for City of Auburn residents whom are of low to moderate income. The roles and responsibilities of participants in the CDBG HRAP process are as follows: 1. The Homeowner It is the responsibility of the homeowner to become familiar with the City of Auburn's policy and procedures for the Home Repair Assistance Program, and to facilitate the process by providing all necessary information and documentation, where applicable, when requested. 2. The City of Auburn Office of Planning and Economic Development (OPED) and Office of Corporation Counsel The City of Auburn reserves the right to request an individual subrecipient to revise their proposal to ensure each firm is proposing in a competitive and equal fashion. Upon determining that such actions would be in the best interest of the City of Auburn, the City OPED in its sole discretion reserves the right to reject or refuse to consider any or all of the submitted proposals received in response to this RFP.
