The U.S. Army Corps of Engineers - New England District is issuing a Solicitation Notice for Wire Rope Replacement, Woonsocket Falls Dam, Woonsocket, RI. Please Direct Questions to Alicia N. Lacrosse at (978) 318-8902 or Alicia.n.lacrosse@usace.army.mil. Any Information Received at the Site Visit Which Conflicts With This Solicitation Should Be Brought to the Attention of Alicia N. Lacrosse. The Solicitation and Resulting Contract Shall Be the Governing Document in All Cases. Location and Background of Project: Woonsocket Falls Dam, built in 1960, currently prevents backwater flooding in the Blackstone River and serves as a control pool for a local hydropower plant. The dam, located in Woonsocket, Rhode Island consists of four spillway weirs with tainter gates, and a short non-overflow right abutment section. This dam is intended to pass rather than impound flood flows, so normal stream discharge will flow over the tainter gates or through the penstock. A service bridge provides access from Glenark St. on the right abutment. A generator building is located below the service bridge that contains electrical controls, a river gage, and standby gasoline electrical generator. A catwalk beneath the service bridge is provided for access to the gate hoisting machinery and gate controls. The Contractor shall not store materials on or use the existing catwalk for anything but personnel access required for the removal and installation of the wire ropes. The Bridge is limited to 10 Ton vehicles. For the storage of material on the bridge the max distributed load on the bridge shall not exceed 50 psf. 2. Description of Work: The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications. The work of this project includes replacement of the wire ropes (16 total) used to hoist the four tainter gates at Woonsocket Falls Dam. The easternmost gate (Gate#4) wire rope failed on May 1st, 2023. Upon closer inspection, it was determined that this failure was likely caused by the added load of large tree (36-inch diameter, 30 feet in length) and excessive corrosion on the lower portion of the wire rope. Gate #2 also failed on September 28, 2023. Temporary synthetic cables are in place on Gate #2. All new materials that have been used by the Government for temporary repairs shall remain on site and remain property of the Government during and after installation of the new wire rope. These materials are to be returned to the COR or Project Manager once removed. All materials other than those used in the temporary repair are to be removed off-site and disposed of in accordance with federal, state, and local regulations by the Contractor. Prior to fabrication and installation of the wire ropes, the Contractor shall field verify all necessary sizes, dimensions, configurations and arrangements of the wire ropes necessary for installations and completion of this project. It will be the Contractor's responsibility to dislodge and remove fallen trees prior to the start of any construction work on the gates, and the Contractor shall complete repairs to the Gates #4 and #1 first. In the event that it becomes necessary to operate the reservoir for flood risk management purposes, the Contractor will be given a minimum of 12 hours advance notice. Upon such notification, the Contractor shall suspend construction operations, and take such other actions and perform such additional work as 2 directed by the Contracting Officer's Representative to prepare the dam for flood risk management operations. 3. Operational Restrictions: The sequence of work shall be Gate #4 (eastern most), then Gate #1. If the Government exercises the Option Item(s), the Contractor shall complete the work on Gate #4 and Gate #1 first, then complete Gate #3 and Gate #2, in that order. Only one gate/wire rope shall be worked on at a time. The wire rope for one gate shall be completely installed and tested prior to beginning work on the other gates. Operation of gates to allow testing of completed work shall be coordinated with the Contracting Officer's Representative and the Project Manager. The Project Manager's approval shall be obtained in advance for all gate movements and settings. Woonsocket personnel are able to lower the pool most of the year, except during high flow. Historical low flows are from July to November. Contractor shall notify the COR a minimum of 14 days prior to when they would like to request the pool to be lowered. Note that flows will need to be below 800cfs for seven (7) consecutive days to allow for the pool to be drawn down. 4. Photographs: Attached at the end of the SOW document are photographs taken at the project site during a recent site visit. The photographs are intended to show the approximate conditions existing at the site. Items shown are not generally shown in their entirety. The Government does not guarantee that the conditions shown in the photographs will exist at the time of the performance of the work, and the Contractor is advised to make his own investigation of existing conditions. THE WORK CONSISTS OF: Replacement of the wire ropes (16 total) used to hoist the four tainter gates at Woonsocket Falls Dam in accordance with the Statement of Work. The magnitude of construction is between $100,000 and $250,000. For additional information on construction contracts awarded to small businesses please visit: Partnering With Us (army.mil). This procurement is set-aside for small business vendors. The applicable NAICS code is 238290 with a Small Business Size Standard of $22 Million. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE. *The value for this project is based on a financial range.
