Site work and new construction of a residential development in Daytona Beach, Florida. Design plans call for the construction of a 1,100-square-foot, one-story above grade residential development; and for site work for a residential development.

The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a Contract for Neighborhood Stabilization Program Design Build for the design and construction of a single-family residence on property owned by Volusia County. The County plans to select a qualified Contractor for one (1) design-build project at 1723 Tallahassee Dr, Daytona Beach, FL 32117. When the home is completed it will benefit an NSP3 eligible homebuyer. Question Submission Deadline:January 24, 2024, 11:59 pm Non-mandatory Pre-proposal : You may RSVP via the Countys eProcurement Portal. The County will electronically record attendance of the firms via the County's eProcurement Portal. Additionally, the County of Volusia reserves the right to add a second pre-bid meeting, if the County deems it necessary. The County of Volusia Community Assistance Division administers the funding for affordable housing, including funds awarded to the County from the U.S. Department of Housing and Urban Development (HUD) for the Neighborhood Stabilization Program 3 (NSP3). NSP3 is a federal program promulgated by HUD to enable local governments to address the high rate of foreclosures that have impacted our community. The County reserves the right to accept or reject any or all proposals received as a result of this RFP, or to negotiate separately with competing Respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County. Any Proposal in response to this RFP shall be valid through May 31, 2024. At the end of this time the proposal may be withdrawn at the written request of the Respondent if no award has been made. If the Proposal is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled regardless of the status of the proposal bond. The County reserves the right to request an extension of the proposals if a Contract has not been executed by May 31, 2024. A one-time Purchase Order (PO) will be issued for this solicitation only. The Contractor shall substantially complete the project within one hundred-eighty (180) days from issuance of the Notice to Proceed. Contractor shall furnish Performance and Payment Bonds, prior to performing any work under the Agreement in an amount equal to the total value of the project including any amendments or change orders made thereto pursuant to the Order or other documentation executed by the parties, in strict accordance with Fla. Stat. 255.05. Failing to do so, shall constitute a material breach of this Agreement. The Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida. Simultaneously with the delivery of the executed Agreement to the County, a Respondent to whom an Agreement has been awarded must deliver to the County, executed, separate performance and payment bonds on the prescribed forms, each in an amount of one hundred percent (100%) of the Agreement price of the accepted Bid proposal as security for the faithful performance of this Agreement and for the payment of all persons performing labor or furnishing materials in connection therewith. The performance and payment bonds shall have as the surety thereon only such surety company or companies as are authorized to write bonds of such character and amount under the laws of the State of Florida and with a resident agent in Florida. The Attorney-in-Fact or other officer who signs performance and payment bonds for a surety company must record with such bonds a certified copy of his Power-of Attorney authorizing him/her to do so. Scope of Services The County is seeking a qualified Contractor with experience, knowledge and capacity through its personnel, sub-contractors, consultants and professional services consultants/contractors to provide design and construction services (including all labor and materials). The residence must meet or exceed applicable ENERGY STAR Version 3.1 Certification for Florida upon completion as verified by a Residential Energy Services Network Home Energy Rating System (Resnet HERS) rater. The Scope of Services listed herein are in addition to those as detailed in Attachments/Exhibits section 9 of this solicitation ( attachment #E) Attachment 5 - Scope of Work. The Contractor shall design and build a single-family residence of concrete block construction having a minimum of 1,100 square feet, consisting of at least two (2) bedrooms, (1) bathroom, living room, kitchen, and dining room with an attached single car garage with an electric garage door opener. The Contractor is responsible for making sure the residence does not encroach on setbacks or property lines. The residence must also include closets, pantry and utility room with capacity for HVAC unit and washer/dryer hookups. The lot on which the home is to be constructed is currently not serviced by public utilities. Should public water/sewer be available, connection is required. The Contractor shall be responsible for ensuring that properly sized waste and water services are provided, permitted as applicable, and connected to the new residence and in good working condition. The home shall be designed and constructed to meet the applicable residential Energy Star standards as verified by a HERS rater. Green construction and landscaping, as well as universal design features are encouraged. Confirmed shortlist.
