The City of Mascoutah is accepting sealed bids from qualified Contractors to provide all services and perform all work for Residential Solid Waste Services. Sealed bids for the collection and disposal of RESIDENTIAL WASTE (Trash, Recycling, Yard Waste), for the Municipality of Mascoutah, Illinois Major goals of the Municipality are to decrease tonnage sent to the landfills or transfer stations, to increase recycling and to constrain the increase in costs of all collections. The Municipality reserves the right to reject any and all bids, and to accept such bid that is advantageous, beneficial or expeditious to the Municipality. No bid may be withdrawn for a period of sixty (60) days after bid opening. Bids may be corrected for clerical or typographical mistakes at the discretion of the Municipality, but not because of a mistake in judgment. This document has been developed to encourage more recycling and discourage material being disposed of at landfills. This will reduce the dependence on raw materials. It will also extend the life of landfills which will help keep tipping cost competitive. Increased recycling will help keep customer bills lower because taking materials to a recycling center is less expensive than disposing of it in a landfill. Cities that have adopted such policies experience much higher rates of recycling. Since 2000, the trend has been to move to once per week solid waste collection. This change has been largely accepted in many municipalities in the area. It works especially well when customers lessen the amount of trash by placing recyclables in a separate container. A side benefit is the reduction of trash truck traffic in residential areas each week. The City of Mascoutah wishes to provide its citizen's a no additional cost curbside recycling program by making the recycling service part of the base solid waste service plan. Bidders will be able to reduce their tipping fees at landfills and distribute any costs of the recycling program throughout all service customers in the City as part of the base solid waste service plan. Each bid must be accompanied by a bid bond equal to ten (10) percent of the first year in the form of a certified check, a cashier's check or bond payable to the Municipality. All such bid bonds or checks will be returned to the respective unsuccessful bidders within sixty (60) days after the bids are opened, but in no event before a contract is executed with the successful bidder. The bid bond of the successful bidder will be returned to the Contractor when the Contract is executed and a satisfactory performance bond is delivered to the Municipality. Question Deadline 01/21/2024. All changes in specifications as herein set forth will be by written addendum only. No oral changes are authorized and all communications shall be acted upon as the sole responsibility of the bidder. All questions regarding the specifications shall be directed in writing to the City Manager at 3 West Main Street, Mascoutah, Illinois, 62258, no later than ten (10) days prior to the date of opening of bids. A performance bond or escrow in lieu of a performance bond acceptable to the Municipality will be required from the successful bidder as described in the specifications. This performance bond will be equal to the first year contract price. Contract duration 3 years with options for year 4 and year 5. The Contractor shall pay as liquidated damages in the amount of Five Hundred Dollars ($500.00) per day for failure to comply with the provisions of the contract for service.
