Renovation of a mixed-use development in Sierraville, California. Completed plans call for the renovation of a 6,824-square-foot educational facility.
**As of May 30, 2024, this project has not yet been awarded. A timeline for award has not yet been established.** The work to be performed includes the following:Provision of all equipment, materials, and labor necessary for the renovation of the interior and exterior of an existing structure in accordance with the approved plans and specifications. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may also be issued to modify the bidding documents as deemed advisable by County. Addenda will be emailed or delivered to all parties recorded as having received the bidding documents. No addenda will be issued later than three (3) days prior to the date for receipt of bids except an addendum, if necessary, postponing the date for receipt of bids or withdrawing the request for bids. WORK INCLUDES BUT IS NOT LIMITED TO THE FOLLOWING: 1. Remove (e.) roofing & underlayment on schoolhouse & remote shed. repair sheathing as needed 2. Install new underlayment, flashing, & roofing on the schoolhouse & remote shed 3. Replace damaged rafter tails as needed, paint 4. Repair & restore main entry pediments and stairs 5. Clean, repair & parge exterior concrete walls & entry ceilings, paint 6. Clean, repair, replace broken glazing and re-putty windows, paint ext. & int 7. Clean, replace broken glazing, paint doors as needed 8. Clean, repair & spackle exterior wood walls at basement entry shed, paint 9. Furnish and install r-19 batt insulation under raised floors, including stage 10. Furnish and install r-36 blown-in cellulose insulation above ceiling in all rooms 11. Install required A.D.A signage as shown in signage chart 12. Repair and replace acoustic ceiling tile as indicated on drawings 13. Remove acoustic tile & adhesive in areas indicated on drawings 14. Clean, remove loose paint and tile adhesive from areas indicated on drawings 15. Remove all (e.) Interior flooring in rooms as indicated on drawings, dispose properly 16. Sand & refinish (e.) Wood floors in rooms as indicated on drawings 17. Install new floor and wall tile in the kitchen 18. Rebuild (e.) Kitchen cabinets. Reuse original door & drawer fronts to the extent possible in new layout 19. Provide new counter tops in kitchen 20. Furnish and install new kitchen equipment 21. Furnish and install new range hood, ANSUL system, ducting and roof mount exhaust fan 22. Furnish and install all kitchen plumbing to new sinks, floor sink, grease interceptor, & equipment 24. Replace Zinzco subpanel l 25. Add 120v & 240v outlets & wiring for refrigerator, freezer, ovens, range hood, and exhaust fan 26. Add new main shutoff transfer switch & wiring to remote standby generator as per utility specifications 27. Replace lighting fixtures & switching as indicated on drawings 28. Add cat 7 wiring, boxes, & termination board in locations shown on drawings 29. Construct new walkway on north side from front walkway to Alliance for Workforce Development, Inc.modular office Pre-bid Meeting: none All work shall be completed within the contract period of 140 working days following written Notice to Proceed. Bids shall be Lump Sum cost for the entire project. Bids must be for all the work described herein. Bidders may be required to submit evidence that they have a practical knowledge of the work bid upon, and that they have the financial resources to complete the proposed work. In determining the bidders qualifications, the following factors will be considered: work previously completed by the bidder and whether the bidder (a) maintains a permanent place of business, (b) has adequate plant and equipment to do the work properly and expeditiously, (c) has the financial resources to meet all obligations incident to the work, and (d) has appropriate technical experience. Each bidder may be required to show that he or she has handled former work so that no just claims are pending against such work. No bid will be accepted from a bidder who is engaged on any work that would impair his or her ability to perform or finance this work. Each bidder must hold a current valid General Class A or B Contractors license or other applicable specialty license and shall type or write in a legible manner his or her California Contractors license number on the outside of the envelope or wrapper which contains the bid and, in the space, provided on the bid form. Contractor will be required to possess a California Contractors License General A (with proper endorsements) or B Contractors license or other applicable specialty license at the time the contract is awarded. All written requests, correspondence and/or communications of any kind regarding the project, that are submitted by mail, shall be addressed to: County of Sierra Department of Public Works P.O. Box 98 Downieville, CA 95936 Request for information can be emailed to: publicworks@sierracounty.ca.gov Each bidder must submit a cashiers check, certified check, or a bidder's bond in an amount equal to ten percent (10%) of the total amount of the bid. The bidder to whom a contract is awarded will be required to furnish a performance bond and a labor and materials bond guaranteeing faithful performance and payment of all debts related to this contract. The County of Sierra, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. This is a public works project. Pursuant to Sections 1770 and 1773 of the Labor Code of the State of California, the County of Sierra has ascertained the general prevailing rate of wages applicable to the work to be done. These rates are set forth in a schedule which is on file and available in the office of the Department of Public Works, County of Sierra. Contractor shall not pay less than the prevailing rate of wages. No bid will be considered unless it is made in accordance with the provisions of the proposal requirements and conditions set forth in the Contract Documents. A Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered Contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the Contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. Reservation of Rights. Owner specifically reserves the right, in its sole discretion, to reject any or all bids, or re-bid, or to waive inconsequential deviations from bid requirements not involving time, price, or quality of the work. The County of Sierra reserves the right to reject any or all bids. Bid Protest. A bid protest may be filed to protest any bid submitted pursuant to this section (Formal bid procedures Ch. 5.04.140 Sierra County Code). Such protests must be timely filed with the County Clerk. All bid protests must be in writing and received by the County Clerk before 5:00 p.m. no later than five working days following bid opening (the bid protest deadline). For purposes of this section a working day means a day that the County is open for normal business, and excludes weekends and holidays observed by the County. The County Clerk shall transmit a copy of the timely filed bid protest to the issuing department.
