Demolition, site work, paving, new construction and renovation of a mixed-use development in Springfield, Missouri. Completed plans call for the demolition of a educational facility; for site work for a educational facility; for the renovation of a educational facility; for the construction of a 2,500-square-foot educational facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; 21,000-square-foot, two-story above grade theater / auditorium; and theater / auditorium.

Missouri State University (Owner) is accepting qualifications for a Construction Manager at Risk (CMAR) team member to provide preconstruction and construction services for the Judith Enyeart Reynolds Complex project on the Springfield campus. The Owner will be using a two-step CMAR selection process in accordance with RSMo. Sections 67.5050 and 67.5060. The overall budget for the project is anticipated to be $35,000,000 based on a combination of private donations and State funding. The budget will include all fees, construction costs, owner costs, and any other costs associated with the project. Project Description This project consists of 5 main parts: Provide a new power feed, communication lines and temporary cooling to the Grand Street Underpass elevator building prior to demolishing the existing Art Annex. Demolish the existing Art Annex building located at 1045 Grand Street and construct a new facility in its place. Partial renovation of Craig Hall located at 1147 Grand Street. Construct a scene shop addition at the west facade of Craig Hall, approximately 2,500 square feet. Site upgrades around both buildings, including an ADA entrance ramp for Craig Hall. The Art Annex building, initially erected as a military facility at Camp Crowder in Neosho and later relocated to Missouri State's campus post-World War II, has reached the end of its lifespan. It faces significant deferred maintenance issues, particularly concerning life-safety systems and accessibility. To address these issues, it will be replaced by a new, approximately 21,000 square foot, two-story facility for the Department of Theatre and Dance. This new structure will house lobby/reception space, a black box theatre, performance teaching rooms, and additional ancillary space. Craig Hall, constructed in 1967, serves as the home for the Departments of Communications, Media, Journalism and Film. Theatre and Dance, Coger Theatre, a Missouri Tix box office, and Dean of RCASH are also located within this building. The renovation plan for Craig Hall primarily focuses on cosmetic and lighting upgrades to the lobby and corridors on both the first and second floors. There will be localized full renovation work at the east end of the building on the first and second floors. Due to non-compliance with ADA guidelines, new fully accessible restrooms will be built on the first floor and a ramp system will be installed on the north side of Coger Theatre to provide additional ADA access into Coger Theatre. The only ADA accessible route currently serving Craig Hall is through the north entrance. Site upgrades for the building will include an ADA ramp at the southwest corner of the building providing an accessible route to the south entrance. Potential add alternates for the project include a new elevator within the existing chase, machine room renovation with new elevator equipment, new exterior storefront/curtainwall throughout the building, new stairwell lighting and stairwell finish upgrades. The existing Theatre and Dance scene shop, adjacent to the Coger Theatre stage, faces challenges that make it unsatisfactory for its intended purpose; issues such as space constraints, inadequate ventilation/exhaust systems, and a lack of fire protection. To address these issues, a new addition is planned at the west facade of Craig Hall. This addition will provide the necessary space for a state-of-the-art scene shop with direct access to the stage, material storage, adequate ventilation, dust collection, and a fire protection system, creating a more functional and secure workshop environment. The Grand Street Underpass and elevator must remain open, and Craig Hall must be functional for the duration of the construction phase. Therefore, the CMAR will work with the Owner to develop a schedule that meets the Universitys needs and will allow the contractor to efficiently execute the project. This project is being supported, in whole or in part, by federal award number SLFRP4542 awarded to State of Missouri by the U.S. Department of the Treasury. Estimating and budget analysis services throughout the design phases based on regular participation in design meetings with the owner, consultants, and from thorough review of consultant drawings and specifications. This shall include development of an estimated Guaranteed Maximum Price (GMP) at the end of the Design Development and a final GMP after the Construction Document phase of the project. 2. Provide an accurate, regularly updated, viable construction schedule throughout design and construction phases. 3. Public solicitation and public opening of subcontractor bids, analysis of bids received and recommendations for award of work. Missouri State University reserves the right to approve all sub-contractors. 4. The CMAR will be required to obtain bids and/or quantify costs for all work so that the GMP amendment may be executed within a month after completion of the Construction Document phase. 5. Provide complete and comprehensive construction phase oversight and administration in coordination with the Consultants construction administration services. The CMARs services shall include providing the appropriate full-time, on-site project supervision, project management, safety program, a quality assurance/quality control (CQCP) plan, submittal review and coordination, shop drawing review and coordination, change order preparation, pay request processing, conducting OAC meetings, an internal pre-punch list process and project close-out documentation. The CMAR will provide collaborative project management software for use in organizing documents, coordinating, and communicating with subcontractors, owner and consultants. 6. Schedule, conduct, and preside over meetings to discuss construction procedures, progress, and scheduling with Owner, each Contractor, and the Consultant(s). Construction Manager shall prepare agendas, meeting minutes, and an updated construction schedule promptly distribute such to the Owner, Consultant, and all meeting participants. 7. Coordinate and discuss all contractor change requests for changes in scope and provide recommendations to the Owner concerning the acceptance of change requests to be processed in a change order. Negotiate pricing with contractors, prepare documentation required, and revise project budget and/or schedule to reflect approved change orders. 8. Construction Manager shall oversee all safety related activities including but not limited to, conducting safety meetings, performing work site safety assessment inspections, recordkeeping, and pre-construction safety audits. 9. Recommendations for materials, equipment, potential construction schedule impacts and construction feasibility throughout the design phases
